Police shot one man dead and detained two others early Sunday after they attempted to drive a car through a barricade near a hotel where defence ministers and officials from around the world are holding a three-day forum.

The incident happened just after 4am in the already tightly guarded vicinity of the Shangri-La Hotel, where top defence officials, including United States Defence Secretary Ashton Carter and Japanese Defence Minister Gen Nakatani, are attending the annual Shangri-La Dialogue Asia security forum.

"When asked to open the car boot for checks, the driver suddenly accelerated the vehicle towards Anderson Road. Despite police warnings to stop, the driver continued to crash through police barricades, endangering the lives of the officers," the police said in a statement on its website.

"Police opened fire at the vehicle to stop further danger. The vehicle subsequently stopped at the junction of Orange Grove Road and Anderson Road."

Substances believed to be drugs were found on one of the two men detained, it said.

The security forum, which began on Friday, proceeded as normal on Sunday morning, but hours after the incident, more heavily armed security personnel could be seen guarding the hotel while roadblocks prevented cars from entering streets in the area.
