I wouldn't want people to die/be hurt but the water table that close to the ocean must not be any more than a few feet below the surface.
Setting the foundation for that thing must be one hell of a feat of engineering. I'd trust a Western Engineering firm to do it, and a Western City's building inspectors to be certain it's done right, but Thai builders in Pattaya?
Foundations weren't a problem. They were blessed by a bunch of blokes in saffron dresses.
