    The 10,000 baht duty-free limit on new personal items purchased overseas by incoming air passengers is now being strictly policed, the Customs Department announced on Tuesday.

    The warning was carried on new signs posted at Bangkok's Suvarnabhumi airport.

    The Suvarnabhumi Airport Passenger Control Customs Bureau will calculate the value of all personal items - souvenirs, gifts or brandname goods - purchased overseas. If the combined value of those product exceed 10,000 baht, passengers and airline crew will have to pay import duty.

    Signs announcing enforcement of the limit were placed at the airport, explaining that "personal goods" includes new clothes, shoes, socks and bags in non-commercial form. If goods being brought into Thailand exceed the limit, they must be declared to customs officials and the duty paid before their baggage go through the X-ray machine.

    Any undeclared items will be seized and the owners may have to pay up to four times of the value including plus the duty. The department said food, food supplements and cosmetic will not get the duty waiver.

    Travellers are limited to 200 duty free cigarettes and and one litre of duty free liquor or wine. Gifts prepared to give to other people, donated items, collectable items, second-hand goods, empty watch and brandname bag boxes are not considered as personal items. Individuals bringing in these products have to inform customs officials before the baggage X-ray.

    Expensive new watches or bags worth more than 10,000 baht will be liable to duty, even if being worn. Somchai Asawadtriratanakul, the bureau’s chief of investigation and suppression division, said the regulation was an existing one, but enforcement will be stricter. The bureau found many people brought in new products for resale in Thailand without paying import duty.

    Action had to be taken to prevent this. Initially, signs were posted at arrival and departure areas. If duty-payable goods are found undeclared in possession of a passenger who refuses to allow the goods to be seized, the case will go to court, he said If duty-payable goods are found undeclared in possession of a passenger who refuses to allow the goods to be seized, the case will go to court, he said.

    This always confuses me. I brought an Iron over from HK from my apartment there. Clearly I had had it for ages, and bringing it to my house here. I was stopped (god knows why) and they popped the bag open, saw the iron, and told me I had to pay tax. "What is the value" they asked? Well, 3 yr old Rowenta iron, about 25 bucks HKD, so 100 baht I said. They looked at me as if I was lying but then issued me a bill for a red one, and off I went.

    So with a 10k limit, my suitcase costs more than that. Pair of ted baker shoes that I buy once a year over in HK, more than 10k. Are they going to look at them and know if the labels are off, and they are just chucked in my bag? Very confusing.

    Yup. One of the most common fines in the country - (100's of 1000's issued a year) is bikes not using the lefthand lane. This is no more than a pointless and dangerous tax collection exercise.

    There is no fixed fine for this - no written law - no fixed amount.

    I believe this might true, as they've always been cautious towards personal items being shipped/delivered - it's all about the revenue that can be collected through fees, taxes, duty, etc.

    Have to wonder if this newly imposed regulation would apply to businesses [of every sort] they rely on regular overseas shipments.....or restricted to individuals??

    There is a shop on one of the ring roads in Chiang Mai which sells luxury goods. I was told that airlines employees and regular travelers buy suitcases full of perfumes, brand name purses, jewelry, etc. overseas, then bring them in to Thailand without paying duty. They then sell the items to that shop which sells them to the public. All the luxury items for sale are less expensive than one would buy retail since no luxury tax is paid and no flashy retail shop exists. It is not a small-time operation. It is huge.

    My guess is they are after the people bringing goods to those kinds of illegal shops.

    this is just twaddle with an eye to harassing tourists for a few extra baht

    the only thing you could bring in via air luggage that might be economical would be drugs

    anything else would not be cost effective

    I normally land at 5am in the morning and the customs fcukers are usually asleep - pay the 20$ for the meet and greet by bangkok flight services and no one would think of stopping you

    but it is silly crossing any border with a new purchase in its packing - customs will be on to you like a rat

    I arrived in Aust last time with 2-3ks of new electronics ( phone , camera , laptop ) I had purchased in singapore , but it was all out of its packing so instead of being over the 1 or 1.5k limit the customs bloke said that as it was not in its packing it was depreciated and he let me through at no cost.
    If you torture data for enough time , you can get it to say what you want.

    If it collects money then it isn't pointless.

    Anything brought in from overseas now will be subject to the correct import duties...well correct according to whoever is making the rules up now. You should see the silly stuff we are having to deal with.

    It's already happening. I've bought stuff on ebay and if the seller puts a value of over Bht1,000 on the pack all I'll get is a wee note from customs telling me to come and pick it up and pay the tax.

    It's happened half a dozen times now so that's the ends of my ebay experience.

    Never been stopped by Thai customs, stations weren't even manned last time I came in.

    Problems will arise when returning expats bring their IPad, iPod, camera, Rolex watch, you name it, and are stopped by customs demanding that proof of purchase be shown. One naturally will claim said items are over a year old etc, but without evidence .....?

    If you want to bring some 2nd hand electronic product to Thailand, I've been advised to pretend that it has been bought in Thailand then exported and now it's broken and you bring it back to fix.

    To say it's old and worth nothing is not an excuse accepted by the custom. If it's worth nothing why do you bother taking it with you ? So it's worth something for you then you should pay. Can't argue with that, can you ?
