    PHUKET: The big cleanup of Phuket is about to begin, sources in Bangkok and on Phuket confirmed to Phuketwan today, with the national government's welcome intervention coming at long last.

    Official action is expected to target crimes, scams, rip-offs, taxi and tuk-tuk ''mafia'' and all the other issues that tourists have been complaining about on Phuket for years.



    It's the first sign of a reaction from Thai authorities to tourists' complaints highlighted by the Chinese Ambassador, Guan Mu, and European Union ambassadors in recent meetings on Phuket.

    Data about taxis and tuk-tuk numbers is being passed to the Department of Special Investigation, Phuketwan has learned.

    The DSI held top-level talks with the Minister of Tourism and Sport, Somsak Pureesrisak yesterday.

    More talks were being held today as the size and scale of the reaction to the big-picture issues became evident.

    ''This will be the real kick-off,'' The Director of the Tourism Authority of Thailand on Phuket, Chanchai Duangchit, told Phuketwan today. ''It's very good news.''

    Sources among the Bangkok diplomatic community are also reacting with glee at what appears to be an earnest reaction by Bangkok to Phuket's needs.

    ''This is great news,'' Khun Chanchai said. ''It's good for Phuket. ''The Ministry of Tourism and Sport is actually trying to fix the problems.

    ''If the problems had been left any longer, Phuket's future would have suffered.''

    Other sources confirmed that the overhaul of Phuket tourism will begin on July 25 - and will continue for some time.

    Some news sources have focussed on DSI attention to Russian and Korean ''mafia'' but Phuketwan has learned that the crackdown will be widespread and address all the issues raised by the ambassadors.

    Information about Phuket's tuk-tuks and taxis - which have a monopoly on Phuket and are the source of most tourist complaints - has been specifically requested by the DSI.

    The Chinese ambassador was scathing about corrupt police and immigration officials when he met Phuket authorities while the EU ambassadors issued a statement listing their seven major issues.

    Since his recent appointment, the minister has made at least two visits to Phuket and he appears to be in total agreement with the ambassadors about the need for action.

    Khun Chanchai said today that the introduction of a special court for tourists would also be part of the project.

    Crimes of violence involving tourists are to be the subject of a special study, he said, with the intention of developing a ''Phuket model'' that can quickly be applied to Pattaya and other destinations in Thailand.

    Phuketwan understands that the Prime Minister and Phuket's Governor are meeting ambassadors from Thailand's Asian neighbors today.

    European Union Ambassadors' List of Seven Phuket Needs

    .. An efficient and fairly priced public transport system in Phuket which is available to foreign tourists and residents alike.

    .. An end to intimidatory and violent behavior by an element of tuk-tuk and taxi drivers.

    .. Strict enforcement of marine safety standards, including flags on beaches to indicate when it is safe to swim.

    .. Strict enforcement of standards of behavior for public officials, including police and Immigration, to ensure that foreign visitors and residents feel protected, treated in a fair way and never at risk of extortion.

    .. An end to scams involving hiring of equipment such as jet skis or motorbikes.

    .. Strict enforcement of road safety regulations.

    .. Promotion of environmental issues, including monitoring of water quality.

    Phuketwan's List

    Corruption Start a well-promoted public campaign to end corruption on the island and prosecute any official caught taking bribes. Investigate all allegations about Immigration officers and police. Create a corruption-free Phuket model for other provinces.

    Sustainability Begin an investigation into what's required to keep Phuket a natural and appealing destination and set limits on development and tourist numbers based on the results of that investigation. Save the reefs and the beaches. Create a Phuket Beach Authority.

    Transport Require all tuk-tuk and taxi drivers to register again and to meet international standards of service before being given new licences. Reduce their numbers by 10 percent a year for three years, offering alternative training. Introduce a call centre and abolish double-payment for journeys passengers don't make.

    Crime Provide an extra 500 police for Phuket based on its actual population. Take up the Australian ambassador's suggestion of obliterating all illegal weapons and make the island a no-guns, no-knives zone.

    Five foreigners caught in anti-crime drive in Phuket

    PHUKET: Five foreigners and six Thais were arrested by police from Kathu Police Station during a two-week special push against crime ordered by Bangkok, which ended on Monday (July 15).

    All were arrested for drug offences during the drive. They were:

    Fidelis Vaboomaronanna, 25, from Nigeria, caught with with 51 bags of crystal methamphetamine (ya ice), the biggest haul of ice in Phuket this year;

    Watchakorn “O” Neungboonchu, 29, with seven bags of ya ice; Yuwapaporn Chareurat, 38, with 127 grams of ya ice; Rungsiam Hommaak, 32, with 10 pills of methamphetamine (ya ba); Sirilak “Pat” Keankonpan, 27, with 3.8 grams of ya ice; Chanchai “Chai” Chanuk, 29, with five bags of ya ice.

    Kertpon “Kem” Changwad, 20, with seven bags of ya ice.

    Four Burmese, named as Tong, 24, Star, 36, Selip, 36, and Ola, 27, all found in possession of small bottles containing the makings for the drink “4x100”, which includes kratom, a restricted drug.

    All the suspects admitted all charges, police said.

    The thing about the chickenhead's use of the future tense Is that in their terms it means the heralded intention will invariably never happen. Eventually, if some farang is so impolite as to challenge the monkey on this lack of progress he may well be told that:

    1. He misunderstood.

    2. It did happen but not in the way a farang can understand.

    3. It's too soon to ask and they must await the report of the sub-committee that has yet to convene a working group as directed by the steering c'ttee under the judicial oversight of the National Dept for Malfeasance Enquiry set up by the Deputy Prime Minister's Office of Special Affairs reporting to the Prime Minister but the chairman of that Dept, Plopalot Porntwat, has been summoned to a special hearing of the National Constitutional Committee following a challenge from the Parliamentary Office of Judicial Enquiries., and may need to tour Europe for an extended period as determined by the Statute of Limitations or until his money runs out.

    4. The problem is too complex made worse by a nasty foreign criminal gang responsible for all bad things including the current drought, fall in the Stock Market and all prostitution in Thailand.

    Phuket NEWS: DSI called in to tackle taxis and raid foreign busine



    PHUKET: A Department of Special Investigation (DSI) task force will arrive in Phuket next week to carry out raids and arrest illegal taxi drivers and foreign business operators found breaking the law.

    The officers, expected to arrive on Thursday for a two-day campaign, will target taxi drivers at Phuket International Airport and businesses suspected of using Thai nominees.

    The news follows Tourism and Sports Minister Somsak Pureesrisak's visit last Wednesday to the DSI’s headquarters in Bangkok to seek assistance in curtailing what he called “mafia gangs” operating on the island.

    Minister Somsak also specifically identified Russians as a target group who hired Thais as nominees to run restaurants, souvenir shops and beach-bed rental services that had exploited tourists.

    DSI chief Tarit Pengdith said he would rally his officers to take up the challenge before month’s end.

    “We have been gathering information for some time. We have found that in some cases the mafia gangs have even barred ambulances from picking up patients at hotels. The patients were made to take unlicensed-taxi rides," Mr Tarit said.

    Lt Col Somboon Sarasit, head of the DSI’s Bureau of Special Crime Unit 3, told the Phuket Gazette that Minister Somsak and DSI officers will begin by targeting illegal taxi drivers on July 25.

    “We received complaints from foreign tourists and some embassies that many illegal taxi drivers at the airport take advantage of tourists by forcing them to use their taxis and overcharging them,” he said.

    “We will also call in officers from the relevant organizations to assist in following up on illegal foreign businesses using Thai nominees. We will hold a meeting at Phuket Provincial Hall on Thursday,” Col Somboon explained.

    “The day after that, we will raid illegal foreign-owned businesses. However, I cannot say which area we will target first. We will reveal more information at the meeting at Provincial Hall,” he said.

    A zero baht tour is a, typically Russian, all inclusive package tour. All the money is paid in Russia and nothing is spent locally. All meals are included, tours etc and therefore the local economy receives little benefit.

    I disagree, the money may be paid in Russia but the tour companies, restaurants, hotels etc all employ locals and all buy supplies locally and all must be paid so while the mark-up taken by the agent selling the holiday may not get spent here (in the same way as the commission taken by companies like Expedia on a hotel booking will not) a large chunk of the holiday price will be spent locally.
