    YouTube airs video of Bali police extorting tourist

    A four and half-minute video showing a Bali police officer asking for money from a Dutch tourist following a minor traffic violation is currently circulating on YouTube, uploaded from an account called “gil4sekali”.

    Quite apart from asking for the money, the officer also invites the tourist to an on-duty beer-drinking session.

    In the video, the police officer, whose identity is obscured by his yellow vast, is seen stopping the tourist, who says his name is Van Der Spek, near the Lio Square Police post, in Petitenget, Northern Kuta, for not wearing a helmet while riding a motorcycle.

    The officer at first tells the tourist he must pay a fine of Rp 1. 2 million (US$123) at Denpasar courthouse. The tourist refuses to pay this amount and asks whether there is an easy way out of the situation.

    The police officer then says the tourist could pay him Rp 200,000 for the ticket. The officer even says that the tourist could just forget his helmet for that day and have fun. When the tourist finally wants to go back to his hotel to have a beer, the officer invites him to have a beer-drinking session with him at the police post.

    The policeman and the tourist then drink beer together at the police post. During the drinking session, the police officer discloses that he has already fined three foreign tourists that day with the most generous one paying Rp 300,000.

    Commenting on the video, Badung Police chief Adj. Sr. Comr. Komang Suartana confirmed that the officer in the video was one of his subordinates. He said that the officer was now being questioned over the incident, kompas.com reported.

    Komang said the video was actually recorded around five months ago but only uploaded to YouTube recently.(dic)

    Serves him right, dangerous to all other road users. I bet he got back on the bike and rode back to his hotel all tanked up.

    Bali Police Turn Sights on Dutch Reporter

    The Bali Police officer caught on video soliciting a Rp 200,000 ($21) bribe has not yet been punished, while the Dutch national who recorded the transaction could face criminal charges, police said on Tuesday.

    Sr. Comr. Hariadi, a spokesman for the Bali Police, told the Jakarta Globe that the officer in question, Second Insp. Komang Sarjana from the Badung district police, was still being investigated by the police’s internal affairs division.

    “He is being investigated for disciplinary violations. Nothing’s final yet because the probe is still underway,” Hariadi said.

    Sarjana shot to infamy after a video was uploaded to YouTube last week that showed him stopping Kees van der Spek, a journalist for the Dutch TV channel SBS6, for riding a motorcycle without a helmet.

    The video, which as of Tuesday evening had garnered 1.26 million views and which van der Spek was filming for a series on scams faced by Dutch tourists abroad, showed Sarjana offering to “fine” the Dutchman Rp 200,000 in lieu of issuing him a ticket that would have required him to go to court and pay a bigger fine.

    He later bought beers with some of the money, which he and another officer were seen drinking with van der Spek, and also boasted of having taken Rp 400,000 from two other tourists earlier in the day.

    While Bali Governor Made Mangku Pastika, himself a former chief of the provincial police, has lauded van der Spek’s video as shining a light on “our ugly side,” the current police chief, Insp. Gen. Arif Wachyunandi, has taken a different view.

    Arif said the video was clear evidence that van der Spek had bribed a law enforcement officer, for which he should face criminal charges.

    “Both the recipient and the person who gives a bribe must be punished according to prevailing laws,” he said on Monday.

    “The legal process [against van der Spek] is already underway.”


    Another video by van der Spek was uploaded to YouTube last Thursday in which one of the men from the journalist’s team was shown handing $200 to a customs officer at Denpasar’s Ngurah Rai International Airport to allow the crew to bring their camera equipment into the country despite not having a filming permit.

    Customs officials have confirmed the incident and launched a probe. Other videos in the collection “Safety tips for tourist when visiting Bali Paradise Island” show van der Spek exposing some of the common tourist scams in the resort island.

    The copper will turn out to have been on an undercover sting operation to find foreigners who want to bribe police.
    Probably get a medal.

    Customs there are scum. I was scammed at Ngurah Rai on Friday night for 35% import duty on car parts, despite the shiny new Weber carb in my bag being for my "personal use" and hence part of my customs allowance.

    A long argument ensued as to what 'personal use" meant but personally using it to drive a car was not good enough for these scammers.

    And there is no import duty on car parts from Malaysia, just 10% VAT. Overcharged by 250%!!!!!!!!!!!!!!!!

    It went from $250 to $100 after 10 minutes of haggling. I only had Rp155,000 in my wallet so they took Rp150,000 ($16) and left me with 5,000 for the bus. The money then went in to an ice cream tub, no receipt was given.

    Next time my camera will be rolling!!

    Someone I know has been given a new electric hybrid car (endorsements etc). But she cannot drive it yet, because she has to pay double tax, why double ? Because it has two engines!

    So car costs roughly 180 Million Rups. buy and import bring here ($18,000 USD) - final on road costs in Indonesia would be 800 Million Rups. ($80,000 USD).....

    Bali Traffic Cops in Extortion Video Get Disciplinary Sanctions

    The National Police has slapped disciplinary sanctions on two Bali traffic police officers who found infamy after a video was released showing them extorting a Dutch tourist.

    “Second Insp. Komang Sarjana will get a longer detention [period] of 21 days in a special cell and Sgt. Maj. Putu Indra Jaya will be detained for 14 days,” National Police spokesman Sr. Comr. Agus Rianto said on Tuesday, adding that they will also not be eligible for study privileges for one year.

    Agus said extortion is a violation of Articles 5(a) and 7 of Government Regulation No. 2/2003 on National Police discipline.

    “For the time being, this is a disciplinary violation. But we’re still going to look into it. If we slap criminal charges, it’s going to take a while because we will have to look for Van Der Spek, who could already be in another country by now. That’s why we’re giving disciplinary [sanctions]. We will definitely impose criminal charges if criminal elements are met,” he told reporters at the National Police headquarters.
