    MANILA, Philippines — A US Navy minesweeper was stuck on a coral reef in the Philippines for a second day Friday, as the crew struggled to extract the ship and Philippine authorities tried to evaluate damage to a protected marine park.

    The Navy’s 7th Fleet said in a statement that the crew of the USS Guardian was working to find out the best method of safely extracting the ship. Winds and waves were stronger Friday and may make it more difficult to free the ship, Philippine officials said.

    It had just completed a port call in Subic Bay, a former American naval base west of the Philippine capital, when it hit the reef on Thursday in the Tubbataha National Marine Park, a World Heritage Site in the Sulu Sea, 640 km southwest of Manila.

    The ship was not listing or leaking oil but its bow struck the reef, said Angelique Songco, head of the government’s Protected Area Management Board, after flying over the ship in a Philippine Air Force plane. “[The ship] does not appear to be damaged.”

    She said it was unclear how much of the reef was damaged. She said the government imposes a fine of about $300 per square meter of damaged coral.

    In 2005, the environmental group Greenpeace was fined almost $7,000 after its flagship struck a reef in the same area.

    The World Wide Fund for Nature Philippines said in a statement that according to an initial ocular inspection, the 68-meter long, 1,300-ton Guardian damaged at least 10 meters of the reef.

    Songco said that park rangers were not allowed to board the ship for inspection and were told to contact the US Embassy in Manila. Their radio calls to the ship were ignored, she said.

    The Tubbataha Reef is one of the most biologically diverse areas in the Coral Triangle, the world’s cradle of marine life. It is off-limits to fishing and the collection of corals, wildlife and any marine life is prohibited. In 1992, UNESCO designated the reef as a World Heritage Site.

    US Navy ships have stepped up visits to Philippine ports for refueling, rest and recreation, and joint military exercises as a result of a redeployment of US forces in the Asia-Pacific region. The Philippines, a US defense treaty ally, has been entangled in a territorial dispute with China in the South China Sea.

    No worries. Coral is dieing out all over the world anyway. This kind of thing is merely a temporary problem. Ask any marine biologist and he'll (has to be he, can't be a real MB without your own little sea-slug (Coral is a girls name anyway, only a man can give Coral what she really wants)) tell you that coral is the communist of the sea. All this whinging about reefs, all they do is attract sharks and jellyfish and rich people with boats marine biologists can't afford.

    The U.S. Navy's 7th Fleet earlier on Friday said 72 of the crew of the USS Guardian were transferred for safety reasons to a military support vessel and a naval survey ship. The Navy said in a statement hours later that all 79 crew members, including the commanding and the executive officers, had left the stricken ship.

    "MANILA, Philippines — United States authorities on Saturday said an inaccurate navigation chart data that displaced the location of the Tubbataha Reef may have led to the grounding of the minesweeper, “USS Guardian.”

    But even with this finding, the U.S. Navy said a comprehensive investigation is continuing to determine other potential contributing factors.

    Latest statement released late Saturday afternoon by the Pacific Fleet public affairs indicated that, “the U.S. National Geospatial-Intelligence Agency (NGA) today (January 19) provided preliminary findings of a review on Digital Nautical Charts (DNC) that contain inaccurate navigation data and may have been a factor in the Guardian grounding that occurred in the Sulu Sea on Jan. 17.”

    Because of this, the U.S. Navy said that investigation to assess the circumstances surrounding the grounding of the minesweeper will include information on faulty digital chart used by the Guardian to navigate Philippine waters."

    Nice try but no cigar ,

    ALL charts carry the disclaimer about their accuracy some more than others .

    The blame lies with the navigator and ultimately the Captain .

    Sloppy navigating would be my guess. Most likely attributed to lack of experience and relying to much on electronic nav aids and charts.

    British destroyer hit the uncharted rock off lord howe island years ago.Repair cost on HK spmething like 260 million pounds.Skipper and 2ic sacked as I remember.

    As am aside to this the US Navy no longer nor has it for some years taught celestial navigation and thus dead reckoning , along with visual are the only alternatives they have .

    Mind you shoaling water and white water ahead should have raised some concern .
