    For the second time in 24 hours, the Pattaya Pat Condominium in Soi Nokow, Central Pattaya is in the news and this time Police are looking for the English manager of the condominium who is accused of putting bleach in the water tanks which provide the water for the complex, despite protests by residents.

    A group of the residents made a formal complaint at Pattaya Police Station on Wednesday afternoon to report the use of the bleach and presented evidence of skin problems which they claim were caused by the hazardous liquid being placed in water tanks. Despite the fact they are not happy with Mr. Alexander William Kay aged 69 from England, acting as manager of the complex, Police confirmed that he had been arrested twice for working without a work permit and both cases are ongoing at this time.

    Attempts were made to contact Mr. Kay so Police could listen to his side of the story but he failed to answer the phone and when Police went to the complex, he could not be located. For now, the Police Report will be held on file pending possible criminal action in the future but for now more evidence must be gathered before the case can progress further.

    he was as well living in the complex with the bleached water?

    what should he put into the tanks instead, to purify water?
    or to purify the tanks?

    (Nothing wrong with purifying water with household bleach)

    i would imagine thai residents in this condo are not too happy about living in a place in their own country managed by a filthy dirty diseased smelly toxic foreigner and are making his position difficult.

    The regular cleaning and disinfection of cold water storage tanks is perfectly normal practice, to prevent the growth of bacteriological organisms, in particular Legionella type bacteria.

    It would be quite normal practice to dose the cold water storage tank with a product such as this:

    The only mistake he made was to not flush the tank after dosing with bleach.

    from this, it would be still open, if he flushed or not...?

    I made that assumption, based upon the article stating the skin problems the residents said they had experienced, but until Mr Kay puts forward his side of the story no one knows for sure.

    Come to think of it, how can anyone be sure he used bleach, I am assuming the residents could smell Chlorine from the water, numerous water disenfection chemicals contain Sodium Hypocholrite (which liberates chlorine gas).

    However as other posters have identified the residents seemed to have had it in for him, and for some this proved to good an opportunity to miss out on.

    Considering that one can purchase Singh beer in North America you would assume any chemical such as formaldehyde would have been detected, and thus forbidden for import. I still enjoy a Singh once in a while.

    A few relevant facts.
    Bill Kay, a Scot, was elected JPM by a record number of co-owners to improve transparency. Inevitably his court cases against the previous management have created a hostile environment. That is the background to this case. The work permit issue is not straightforward and waits on a Bangkok Labour department ruling whether a WP is required when the elected JPM does not receiving a salary.
    Inevitably you might ask how comes this issue has resulted in his detention on 2 occasions. Thirdly adding 1 part in a million using domestic bleach to dirty stored water is a red herring. I dont think it is correct, but if proven, you might think it is reasonable in a large condominium to prevent disease. I wonder why ths complaint was not made to the water department, unless the complainants have other motives of course!

    I rather think the more perspicacious among the forum membars had guessed that this was simply just another case of a farang suffering because a loathsome Thai's button nose has been put out of joint. Nice to have our suspicions vindicated.

    As I thought this has more to do with the control of the monthly maintenance money than it does with anything else.

    The spokesman for the tenants was Mr. Suthep Itthidamrongkul, age 52, address 16/2 Pattaya Pat Condominium, Soi Nokow, central Pattaya. He was accompanied by more than 10 condo residents.
    Guess who wants to control the money and get backhanders from the companies that supply services and/or do repairs.

    This would be because the condition and ongoing maintenance of the cold water storage tanks would be the responsibility of the owner of the building. If the residents had a problem then they should have contacted the building management in the first instance, and then to the public health department of the the local government.

    However TIT and it looks very much like these residents were obvoiusly motivated by whoever, to try and screw over Mr Kay.

    It only needs about 5 oz per 1,000 gallons of household thin bleach to disinfect the water in the tanks. I do this to my tanks occassionally, just do not use perfumed bleach as it stinks.

    I would normally leave it for an hour or two as the chlorine will immediately tackle the bacteria and the concentration will die down but as long as it was mixed you could use it immediately.

    If you wanted to check your chlorinated water at the tap was safe I would just check for free chlorine. If you can smell it then it is fine and bug free.

    Unless he put in far in excess of this amount there would be no effect on the humans drinking it, washing their clothes etc. Bleach is a cheap and effective way of treating water and, as long as he knew the right mixture, his actions should be applauded.

    Unfortunately Thais are not the best educated about a lot of matters.
