    Sex scandal in army

    An investigation of a video clip showing six conscripts engaging in group sex with a woman had revealed she was autistic, national army chief Prayuth Chan-ocha told his daily meeting with senior officers today, a military source said on Monday.

    Gen Prayuth said the six conscripts had acted thoughtlessly and that the woman should not have given in to them, the source said.

    The incident occurred three years ago and the six conscripts had since been discharged, but the conscript trainer and the cameraman would still face penalties, he said.

    "The [camp] colonel will not receive his pension and the conscript trainer will be penalised for allowing the incident to take place in a military camp," Gen Prayuth said, according to the source.

    The army chief said he had ordered the Office of the Army Secretary to urgently identify the unit that released the video clips. If discovered, a maximum penalty would be applied even though the incident happened three years ago.

    The legal division will look into whether the army can prosecute the person who posted a picture of the incident on a social media website, as the person might be in violation of the Computer Crimes Act for tarnishing the army's image, he said.

    There were reports that the group sex incident took place at Army Region 3, which looks after the North.

    what exactly does that mean?

    that she was a willing accomplice or she was raped?

    if it was rape then there should be criminal proceedings against the soldiers, if she was willing then the only charge could be the uploading onto the net of the film without her permission.

    it doesnt say if the woman was capable or not of making any decision.
    it just says the film revealed she was autistic, autism covers a very wide range of behaviour patterns, mild to severe.

    as usual, we can gain little useful information from ths news release.

    Maybe a bit of sensationalizing has gone on with the original story.
    (NOTE: The army and other sources have denied that the woman involved in the incident is autistic. The following, earlier report has been edited to reflect that denial.)

    The only problem for the Thai authorities is that the video tarnished the image of the army (a coup or murdering of protesters, of course, do not).

    Well-being of the woman in question, whether it was rape, or whether the video was posted without her permission... this does not interest anyone in charge. All they want is to catch and prosecute whoever posted the video in order to prevent future whistle-blowing and embarrassment.

    Law here is just a crutch used by those in power to do their bidding. The good generals who repealed the constitution few years back should know.

    A Thai friend showed me the clip on a thai web site (seems to have been removed now).

    Judging by the size of at least one of them, my first thought was that at least two of them couldn't possibly be Thai.

    It was an orderly gang bang. Unlike the French where they fight like dogs to get at the rabbit, these lads circled, each waiting his turn.

    The girl seemed to be enjoying herself, though she did look a bit off her face.

    Takes all sorts. Personally I'd hate to spend a day at Alton Towers, but thousands make videos of their "Big Dipper" excursions there every day and appear to enjoy the experience.

    They were quite young, fit looking lads and the whole affair seemed good natured and orderely. If they chipped in 150 baht each she'd have come out on top. Just some harmless fun I'd say.

    Still think two of the soldiers were Burmese though.

    The Women and Men Progressive Movement Foundation has praised the Army Chief for his proper handling of the barrack sexual scandal.

    Head of the gender equality department at the Women and Men Progressive Movement Foundation, Supensri Puengkoksoong, has praised Army Chief General Prayuth Chan-ocha for properly handling the sex scandal, in which photographs showing a group of servicemen engaging in a sexual activity with a woman in public locations were recently circulated on the internet.

    Supensri said that as this is a very sensitive issue, all sides should be careful with their words.

    She is also urging the authority to consider when the incident took place and how old the people seen in the clips were at the time, in order to deal with them accordingly.

    Also, the military authority must check whether the implicated soldiers are still in active duty to determine if they should be processed with martial or civilian laws.

    She also expressed concern for the woman seen in the photos and urged everyone to handle the case with utmost care.

    Army under fire for sex pic remarks

    Women's rights networks have blasted the army for its rush to conclude that women having sex with soldiers in controversial photos released on the internet were acts of consent.

    Usa Lertsrisantad, project director of the Foundation for Women, said the army's hasty conclusion that the women consented to such sexual activities showed it was more interested in cutting short the scandal than finding out what really happened.

    "Who knows, those women might be drugged or threatened. Such a rushed conclusion can violate women's rights because it gives them a bad image and forces them to succumb to social pressure," she said.
    She also doubted whether the army would really mete out stringent punishment for any soldiers found guilty.

    Army chief Prayuth Chan-ocha said on Monday that an initial probe had found that the incident might have been a case of "mutual consent".

    Sipensri Puengkoksung, a programme director of the Woman and Men Progressive Movement Foundation, said the hasty conclusion violated the women's rights.

    Jadet Chaowilai, director of the Women and Men Progressive Movement Foundation, yesterday called on relatives of the women to file complaints against the soldiers involved. He dismissed as irrelevant claims that the incidents were acts of consent.

    Assistant army chief Gen Thanongsak Apirakyothin, head of the army's investigation panel, said two sets of pictures totalling 31 photos were released. One set showed six soldiers having sex with a woman in an office while the other set showed a group of three soldiers having sex with a woman in a private room.

    The probe has yet to find out which military unit the six soldiers in the first set belong to. For the second set, one of the soldiers involved was an army conscript, still in active service, while the two others have since been discharged.

    An army source said the army conscript admitted that he and his fellow conscripts had consensual sex with a woman in a room for army staff on Khao Khor mountain in Phetchabun province in October last year.

    The room is inside a military resort operated by the 26th Calvary Battalion.

    The woman's husband brought her to have sex with him and his fellow conscripts and videotaped the act, the source quoted the conscript as saying.

    Gen Thanongsak said it would be difficult to hold anyone accountable since this was a personal matter.

    "These incidents do make soldiers feel bad. It's a lesson for military supervisors to be more stringent with their soldiers because a scandal like this can rock the whole army," he said.

    An army source said the couple might have lured the soldiers into performing for what would end up as porn pictures.

    "The army suspects the couple might be members of a gang wanting to make porn movies for sale or to show on the internet.

    "They might have wanted to make a film featuring soldiers and a woman. The conscripts involved in the sex acts might have raised no objection when approached, but what they did was wrong," said the source.

    The army has revealed that one of the servicemen seen in the scandalous video clips is a member of an army unit based in Phetchabun Province. He will now face a disciplinary action.

    General Thanongsak Apirakyothin, an assistant to the army chief who has been assigned to head the probe into the photographs showing servicemen engaging in a group sex with a woman that have recently been circulated on the internet, reported that one of the soldiers has been found as a member of a unit based in Phetchabun Province. Other men seen in the photos have not yet been identified.

    The army units suspected to be involved in the scandal have been ordered to launch their own initial investigations.

    The armed force is also checking whether additional legal sanctions could be brought against the servicemen for damaging the army's image.

    However, General Thanongsak pointed out that the discharged soldiers cannot be prosecuted and are only liable for civil lawsuits.

    The probe has also indicated that many locations seen in the photos are not public places, but rather private venues including homes and hotel rooms. However, the army insisted that those who have tarnished the army's image will be prosecuted to the fullest extent.

    General Thanongsak added that Army Chief General Prayuth Chan-ocha has not given any special order for the case as it is still being investigated.
