    Normally debates about issues such as constitutional reform are staid boring affairs, focusing on legal details, procedure and the like.

    Not today in the Thai Parliament.

    As Thai Democrat Party MP Pirapan Salirathavibhaga got up to make his case to Thailand’s assembled lawmakers a pornographic image flashed up on the presentation screen.

    Luckily the moment was caught on video (for readers 18 and over only please).

    Yet the appearance of this mystery porn star didn’t only occur once. Her image appeared three times during Mr. Pirapan’s speech.

    At present it is not known if the image came from a computer belonging to Mr. Pirapan or was sourced from a Thai Parliament’s staff member’s device.

    If Mr. Pirapan is confirmed as the source will the usual morally pious and very uptight Democrat Party leadership be bowing their heads in collective shame for damaging Thailand’s morality?

    Porn pic hack shocks MPs

    Members of the House of Representatives deliberating the charter amendment bill in the second reading were surprised when a picture of a half-naked woman appeared on a monitor screen to the left of Speaker Somsak Kiatsuranont on Wednesday.

    The woman was wearing a white shirt covering the top half of her body, but nothing covering the lower part of her body.

    The picture appeared on the screen while Pirapan Saleerathavibhagha, a Democrat Party list MP, had the floor during the debate.

    The picture was seen in three intervals of five seconds each, alternating with the picture of MPs in the House chamber deliberating the charter amendment bill.

    Parliament staff quickly turned off the monitor.

    Sanong Thepnarong-aksorn, a Bhumjaithai MP for Buri Ram, rose to protest, asking the House speaker to check and explain.

    Mr Somsak said the picture might have come from outside the parliament premises. The process to buy equipment to block such intrusions was still underway.

    Warong Dejkijwikrom, a Democrat MP for Phitsanulok, asked the speaker to set up a committee to investigate before coming to any conclusion.

    Mr Somsak agreed, and assigned the House secretariat to do so.

    Pithoon Poomhiran, secretary general of the House of Representatives, said he had ordered his staff to find out what went wrong.

    In addition, an unidentified MP was caught by an unnamed photographer looking at a pornographic photo from his cell phone during the House meeting today.

    A red-faced Democrat Party MP, a son of former party leader Banyat Bantadtan, Thursday admitted that he accidentally viewed a porno picture during a parliamentary meeting Wednesday.

    Nat Bantadtan admitted during the meeting held to deliberate the charter amendment bill in the second reading that he used his mobile phone to watch a porno picture.

    The picture of Nat watching the picture on his mobile phone was widely distributed among Facebook users. Nat was caught viewing the photo nearly at the same time when a porno picture was accidentally shown on a monitor inside the assembly hall.

    Nat told the parliamentary meeting Thursday he was the MP whose picture was distributed among members of social networking sites.

    Nat said his friends always sent or tagged photos to him for checking or sometimes, they sent photos to tease him. He said he opened the picture just to check what it was and closed it after seeing it. He said it was a picture from his friend sent to tease him.

    The House has launched an investigation into the case of a nude picture that appeared during the parliamentary meeting yesterday.

    House Speaker Somsak Kiatsuranont said the House secretary-general has already formed a panel to investigate the incident of a nude image that popped up on a projector screen during yesterday's meeting.

    Somsak expected the investigation to reach a conclusion soon.

    He said if the gaffe resulted from a fault of Parliament’s staff, a disciplinary penalty will be taken against them.

    But if any MP was involved, another investigation must be lunched to determine whether that person violated Parliament's Code of Conduct.

    The speaker remarked if the incident was a result of data hacking or rigging, the House will adopt measures to prevent its reoccurrence.

    Deputy Senate Speaker Nikhom Waiyaratpanich said he believed the blooper was caused by a technical error, not data hacking or rigging.

    Regarding the question why the nude image did not appear on all four screens, if it was a case of hacking, Nikhom stated it was because the screens were not working synchronically and the picture then only showed up on the screen on the left of the House speaker's seat.

    Secretary-General of the House, Pithun Phumhirun said the investigation's results should be reached today, adding he believed the incident resulted from a mistake of Parliament's staff, but it might not be intentional.

    He said a foreign news agency's report on the matter has tainted the image of the Thai Parliament.

    Meanwhile, Democrat MP for Bangkok Nat Banthatthan admitted during the House meeting today that he was the person seen in news photos watching the nude image yesterday but insisted he did not know how it originated.

    He said the picture was sent to him via his social media access.

    Outspoken MP Chuvit Kamolvisit on Thursday said there was a lot more “bad behaviour” going on in the parliament than the unexpected pornographic image that flashed onto the chamber’s giant screen during the draft charter amendment debate on Wednesday.

    Apart from the indecent image, the Rak Thailand Party leader said, there were in fact far worse things happening during parliamentary sessions.

    For example, some MPs sitting at the back of the chamber liked to put their legs up on the table, some were sleeping and snoring loudly and some even looked at illegal football betting forms as well as checking out local and foreign football score results, Mr Chuvit said. He denied speculation by Khamphi Ditthakorn, deputy secretary-general of the House who supervises the parliament's audio-visual systems, that the four, 55-inch plasma displays in the debating chamber are Wi-Fi enabled and any of the numerous visitors to parliament yesterday could have hacked into the system.

    He believed some officials in the parliament’s internal communications control room may have opened a photo file of a half-naked woman to look at in the room but unintentionally pressed the wrong button that sent the image to the House screen.

    Mr Khamphi said the result of an investigation into disgraceful conduct by House officials is expected to be known on Monday.

    House secretary-general Pithoon Poomhiran said he had instructed his deputy Khamphi Ditthakorn to investigate the image and had expected an answer yesterday.

    Mr Pithoon believed some House staff were behind the incident which he said had seriously tarnished the image of the Thai parliament. He wants to punish any staff involved and said if the wrongdoer was not exposed, he would impose across-the-board punishments.

    Mr Khamphi called a meeting of officials which lasted for more than three hours yesterday afternoon but failed to get to the bottom of who was responsible for the pornographic image.

    He said they did not find any House officials responsible and parliament audio-visual staff were already banned from watching movies or images on duty.

    Mr Khamphi would wait for experts to inspect the software of the AV control room at parliament. The checks will be concluded before Monday.

    He will also find out if anyone could have hacked into the parliament's AV system. He said that plasma screen displays in the House chamber received wireless transmissions of pictures.

    Meanwhile, Democrat MP for Bangkok Nat Bantadtan admitted yesterday to looking at another pornographic image during a House meeting.

    In response to a published photo of him apparently looking at pornography on his smartphone in parliament on Wednesday, Mr Nat told the press yesterday he had to use his phone to follow up on work and sometimes his friends posted messages or images on social network sites which he could access via his phone as well.

    He admitted he had looked at a pornographic photo but said he had done so only briefly after a friend had sent him the photo as a joke.

    The image of a suggestively-posed woman which popped up on the projection screen during the House meeting three times, each for about five seconds, has seriously humiliated the Thai Parliament. The incident took place around 3 PM on April 18 while the “honorable” MPs were engaged in the charter change debate. The Parliament later announced that the flashing of the inappropriate photo was the work of a hacker as the projection screen was connected to a wireless system.

    There was a similar incident in the past. During the senate session on November 24, 2009, a photograph of fully uniformed former Prime Minister Samak Sundaravej, who passed away that very same morning, appeared briefly on the projection screen. This was accompanied by a power outrage in the chamber. Many people were shocked by this and came up with their own interpretations of the incident; both scientific and superstitious. The probe into the incident later concluded that there was nothing wrong with the computer system and the image was not even in the archive. To this day, it is one of the Parliament's unsolved mysteries.

    However, both incidents must be fully investigated. It has to be determined whether the audio-visual control room was run by the same people. The lawmakers, themselves, must also be checked out to see if they were involved. Certainly, both incidents could be explained with reasons and most likely caused by human error rather that equipment malfunction.

    Hopefully, the probing committee set up by Parliament will be able to catch the perpetrator. Even if the investigation fails to implicate any individual, the whole audio-visual team should be held responsible. As harsh as it sounds, the Thai Parliament's dignity must be preserved at all costs. Most importantly, the real culprit must be caught, not some scapegoat as many are concerned.

    The secretary general of the House of Representatives affirmed that officials who released a pornographic picture on a giant projection screen during the parliamentary session will be punished since it disgraced the image of the Parliament.



    House of Representatives Secretary General Pitoon Pumhiran talked about an investigation regarding the appearance of a pornographic picture popping up on a giant plasma screen during the House meeting on Wednesday.

    He said that he has ordered House of Representatives Deputy Secretary-General Kampee Disthakorn to investigate the facts and results are expected to be drawn by today.

    However, he personally believes that the error was caused by the staff, and that the wrongdoers must be punished, as this issue has seriously tainted the Parliament's image.

    However, if the wrongdoers cannot be found, all responsible units will be punished.

    Meanwhile, Kampee disclosed about the investigation, saying that technical results will be drawn by this upcoming Monday of April 23, and a meeting will be held on that day's afternoon to conclude the matter.

    He believes the problem was either caused by a technical or human error.

    If the wrongdoers were found guilty then they will be dislodged out of the Parliament.

    As of now, three officers were found to be involved in the incident.

    A group of 10 Pheu Thai MPs Friday called for the exit of Democrat MP Nutt Bantadtan, accusing him of misconduct after he had used his smartphone to view a girlie picture during the charter amendment debate on Wednesday.

    "The news photograph depicting Nutt's inappropriate conduct has been circulated around the world, bringing shame on Thai Parliament," Pheu Thai spokesman Prompong Nopparit said.

    Prompong said Nutt's supporter Chirmsak Pinthong, was wrong in trying to defend the miscoundut as an acceptable way to relax amid the debate.

    "If Nutt wanted to relax, then he should be doing this at home and not at the legislative chamber," he said.

    He called on the Office of Ombudsman to look into whether Nutt had violated the ethical code.
