    visa categories

Does anyone know what kind of visas are available
at these so-called border runs from Pattaya/Jomtien
to the Cambodian border? The 30 days visa-free stamp
or the tourist visas or the non-immigrant category?

Thus, in order to get one of the other categories,
I would have to go to a Thai consulate or embassy
at home in Germany or in neighboring countries like
    Malaysia (Kuala Lumpur) or Singapore?

    Correct.

There's a Thai consulate in Penang, btw. Also, if you have a tourist visa you can get it converted to a B at the Immi office in BKK.

Are these border run tours also available for those
holding a 1 year non-immigration visa and having to
leave the country every 90 days?
Is a prior re-entry permit necessary in this case?

"border runs" are for 30 dat visa on arrival and exit/re-entry stamps for those that have to leave the country.

Any type of visa longer than the 30 day visa on arrival need to be obtained from a consulate or embassy. If you fulfill the criteria for a non "o" or non "b" you can get yearly extentions at an immagration office in Thailand. Non B's are for buissiness, Non O marrige, retierment, study ect

I'm no expert on it though, but thats my understanding
I have more than the average number of arm and legs
