Notice there is NO "lifetime ban" for an overstay of more than 10 years when you turn yourself in anymore.
Also I picked up a copy of the form they have you sign but couldn't figure out how to attach PDF files to this post (I'm a forum retard).. If anyone wants the form (now mandatory on all extensions of stay) send me a P/M and I'll send it to you. OR someone tell me how to upload a PDF file to the forum.
It is just a standard fill in your name, nationality, passport number dealy saying you understand the overstay rules as they are posted outside and then it lists them for you.

A foreigner might know something about this because every Thailand related forum out in internet land is grandstanding the news.
Not to mention there's that GIANT 5 foot square banner you hafta walk past to get into the door at Chaengwattana.
Even the two officers I spoke to who I got the form from said they really weren't clear on what was gonna be what.. It could be smoke and mirrors or it could be real who really knows..

Yes "crippen" you can indeed get a Non-Immigrant Type-O visa inside Thailand at Thai Immigrations.

That was a single entry non-O issued because the person was over 50 met the financial requirements and was going to apply for a year extension of stay based on retirement.
I was aware a single visit visa could be converted thus but one must do it at least 21 days (?) before expiry of the visa. Can it also be obtained on a 30 day visa exempt entry?

get the 90 day extension, put ur $$ in the bank 2 months ( or arrange ur income letter and do the combo method) prior to the visa expiring an than go back and get ur 1 year extension.
Regards the new overstay penalties that are sure to come into Effect.

As with most things in Thailand, what the Bangkok powers that be do have little bearing on the rest of the country.
Let's try to use the "real terminology", because so much b/s terms are tossed about on various forums that people get confused.
I'm sorry I beat this terminology drum so hard but it's really important.
No one EVER renews their "retirement visa" because there isn't such an animal period (I don't care what Immigrations calls it when speaking half assed engrish to foreigners)! What you do is extend your "permission to stay" another calendar year based on retirement. Your original Non-O visa expired after that first 90 days was over and it can't be "renewed" ever.
You can get single entry 90 day Non-Immigrant Type-O visa based on the fact you are going to secure a yearly extension of stay after that (either because of retirement or marriage to a thai national).
In Bangkok, it can be done off a Tourist Visa or a visa exempt stamp (15 or 30 day) however you must have at least 14 days left on your "permission to stay until" stamp because of the processing time.
If you're going for the Non-O because you're going to subsequently apply for retirement extension via the banked money route, you transfer 800K in your thai bank account. It doesn't need to be seasoned even a single day at this point, BUT you must show proof the money came from outside thailand. You show the letter from the bank stating your balance and you make copies of your bank book with the current balance shown on the day you apply for the Non-0.
I have opened accounts with people, had them transfer the money into it, went to the bank the day the transfer showed up, got the letter, got the bank book updated and then dragged them to Immigrations that same day and applied for their initial Non-O 90 day visa.
They take the 2000baht application fee and tell you to come back in 2 weeks. During this time the paperwork makes its way upstairs gets signed off and winds its way back down stairs. You show up two weeks later, don't even get a queue number, just go give your passport and your receipt to the officer and they stamp in the Non-O visa along with a new permission to stay stamp dated 90 days out.
THEN you wait two months (until you have 30 days or less left on that permission to stay until stamp), get another bank letter, update your bankbook again, and go apply for a yearly extension of stay based on retirement. By that time the money (if you didn't touch it) will be seasoned the required 60 days for your first yearly extension of stay and it'll sail right thru.
That's how it's done in Bangkok,
There are multiple reports from people using Jomtien (Pattaya) Immigrations that they do it all the same day; show up apply for the Non-O, get it stamped into your passport, go apply for the year extension of stay and get a permission to stay until stamp of 15 months (90 days from the Non-O and the year from the retirement extension of stay)..
