No, but mate, it's a simple application form with some passport photocopies and a bank statement.
Why would you need a legal firm?
The guys outside the consulates in Asia will fill it all out and make sure you have everything you need for a few baht..
As necron says its very easy to do and a legal firm will charge you a fortune for filling in a form. If you are going to Penang then look up Jim on Chulia street and drop in and he will take it all to the embassy and collect it for a few hundred Baht.
Treat everyone as a complete and utter idiot and you can only ever be pleasantly surprised !

don't have this, go get it before applying
if you cant get a item maybe you do not qualify for the visa, simple,
in that case look a\for an agent he will make you qualify ( not advised) at a cost,

Thanks for the comments. Did it myself with marriage visas and work visas for 9 years in the 80's. Returning to stay and thought it might be easier to have an agent do it for me. I do feel a lot more confident in my ability to nurture personal relationships with powers that be than trusting good money to Bangkok Shylocks.
compared to wp and marriage extensions the retirement extension is a 15 minute walk in the park
To start the process u only need a tourist visa ( make sure has at least 15 days on it left) and change to a non immigrant ( in country) or get a single non immigrant "O" visa outside Thailand and get the extension inside
