That is indeed what it is. You merely have to look at the timeline of what happened to know that it is bogus. A state of emergency had already been declared. The events that the driver had attended earlier had already been broken up when he committed the act of terrorism. The victims were in a completely different part of down and were marching peacefully through the city when he drove his car into them ISIS style.
