Rod Rosenstein, the deputy attorney general who wrote the letter informing Comey of the reasons for his firing, would be the one in charge of appointing a special consul since Jeff Sessions recused himself of anything having to do with the Russian investigation. Was he duped into doing this and fall into line as part of a strategy to fire Comey that originated in the privy chambers of the White House? Did he realize he was being used as a pawn by Trump? Is it likely that he would have the balls to appoint a special consul? Seems unlikely to me that any 'Howard Baker' type will emerge out of the Republican leadership as a voice of sanity who could bring pressure on him.
