The US is in desperate need of electoral reform. Having the electoral processes controlled by elected officials in each state facilitates political manipulation. Florida is a perfect example where Rick Scott introduced limitations on early voting seemingly by whim. Standards on elections procedures in the US should be set by the federal government and supervised by an independent body of officials not beholden to any political party.

If it were that simple...the short answer is "Federalism" and the rights given to the States and confirmed in the 14th amendment to the Constitution. As it is, and as it should be, the voting franchise is removed from those convicted of Felonies in most instances....I can think of.
