Photoshop - How do I add this background ?

Ive just come across this image of a police car -

and I think the photographs background has been added with photoshop

Ive recently started to use Photoshop Elements 10 ( Mac version ) and would like to add the same sort of background to several photographs of my girlfriends new car . Can any one please give me an idea how to do that .

You have to single out the car, or foreground image using either the quick select tool or the magic wand so that it doesn't get affected.

    Then inverse your selection.

Then working on the outer image, give it a motion blur.

    No.
You add the foreground to the background.
You need to isolate the foreground of the pictures of your GF.
    Then add to background.

    What he says.
I've used Photoshop for 13 odd years, in a commercial environment.
I think I know about 30% of what it can do.

You need to open the file and cut out the foreground with the polygonal lasso tool by outining and deleting. Then do some work with the clone tool to fill in areas to make a smooth background. Then open the photo you want to place in the foreground and snip it out with the lasso tool and select inverse and delete the background select inverse again and the object should be selected - drag the image with the move tool over to the saved background. Place the object where you want it and blur the edges a couple of pixels then flatten the image and retouch using the clone stamp.

Post the pic you want on that background (or another one) up here and let us have a go at it.

I think you'll need to read up on layers and masks or watch some YouTube tutorials, it's quite easy to "paint" foregrounds into backgrounds once you get the hang of it.

looks like he horizontally blurred the background, then curved it a little somehow.

Adding the lens flare light, like he has it especially with the circles to the right might be hard as, photoshop only has a very basic lens flare -

fliter / render / lens flare

or a short video showing how to do it, and putting the effect on its own layer

He's made most of that effect whilst actually taking the shot. Check out his shot details

    CameraCanon EOS-1D Mark III
    Focal Length16mm
    Shutter Speed1/2 s
    Aperturef/16
    ISO/Film50

1/2 second shutter speed, and he has tracked it the car, which blurred the background.
