Bars, Go-gos and discos.... make it into a modern version of Nana, Bangkok.
Could be the new Walking Street.
Like everything else in downtown Pattaya difficult to get into and hardly any parking.
Central Festival Centre killed the place off and for what it's original purpose was and to stick a big electric fence up along it's frontage and fill it full of bars might be it's destiny.
Clean up the rest of downtown Pattaya "especially walking street" and stick all the whore houses and bars there with a check-point to refuse underage persons might be a great idea.
I reckon the cinema could be more profitably operated as an upmarket 'risque' cabaret. That would have spin off benefits to the pleasant shopping arcade- a couple of decent restaurants & wine bars maybe, and some specialty retailing, boutique type stuff. As far as the standard shopping centre concept goes, Central Festival has eaten it's lunch. Trying to do a 'minime' version of Festival & Royal Garden there just ain't gonna work.
^ Couple of the benefits of going to Central Festival and Royal Garden is plenty of parking and aircon.... The Avenue needs to re-invent itself as a night time venue, but I don't know if Pattaya is ready for such an upmarket venue like you describe (although it sounds nice)...
Go-gos with white decor & chrome, playing blip blip music... A proper 'Ice bar', not just a walk-in freezer the size of a cupboard... Loads of girls, coyotes, ladyboys, whatever... Sex it up, ramp up the volume, epeleptic fit inducing lighting....
And charge 300 baht a beer.
