That's to protect the premium grade plastic seat covers sourced at great expense from that shed warehouse out on sukhumvit being damaged by leakage, spillage and oozage from the incontinence and colostomy bags worn by many of pattayas sad, ageing, overweight and wrinkled dreamers.

If that photo is anything to go by it looks similar to the recreation room in any psychiatric holding facilty in Alabama or Broadmoor.
