Well, it's certainly a problem if its your farm or your village that are under a meter of water. But, I suspect the officials had no choice. The dam was full. They could either hold the water and risk a catastrophic collapse, or let the water out in a controlled way.
Now, if they end up having to release water from the huge reservoir at Lam Thakhong Dam, things could get much worse.
The reason central Korat is having problems is that the river has a very confined channel in which to flow which is surrounded by roads, structures and other development. So, when the river overflows its banks it causes immediate damage.
However, out where I live the rive is really just a massive graded flood plain so the water spreads out very rapidly.
