The US, Britain and France were charged by UN mandate of enforcing the no-fly zones over Iraq. Iraqi Air Force and ground stations continually made offensive, threatening gestures (painting coalition jets w/ radar, threatening aerial moves, launching ordnance). They also brick-walled and hampered UNSCOM inspectors on the ground. After months of warnings, the coalition took out those air- and ground- based assets in a four-day operation. Pretty clean, swift, efficient operation. Very few subsequent infractions. Incidentally it ended on the first day of Ramadan. Seems DoD respects Islam more than AQ.

What does that have to do with the CIA? Or Pakistan? Or AQ?

Whilst it has not been confirmed, it is likely that this attack is aimed at the Pakistan government for supporting the US in its war against the "axis of evil"; in this case, prob the Taliban, but maybe some tribal warlord

so the target may not be American, but one of its allies.
