Wife texted it was a no go in several places and Ive checked C Rai news
Hope to drive home over that route next week.

Otherwise appreciate local advice whether via Lampang Phayao is open still ?

^ You can go another way to get there. Leave CM on the Mae Jo Highway and go to Phrao. Turn right to Wiang Pa Pao and catch 118 again.
