the loopholes have been closed already(very recently). It is only for the bourse to administer the new rules. Thusfar they have not, but the market is selling off in the anticipation that they might. The bourse would rathe not apply the new rulessthey havebenefitted quite a lot from the "dislocations" in the market. remenber, everything in the west is a business.
