He's using what is similar to a M203 grenade launcher used on a M16. Really stupid is what he is.

There's a mountain with a Wat in Lopburi province that has a stairway with something like 3,700 steps to the top. The incline is about what is seen in this gif with the monkey. Each February, there is a celebration where locals and visitors climb to the top. For the trip down, you can rent a burlap sack to slide down the handrail like the monkey in the gif. Those that are not inclined to hike to the top can opt to pay 4 men to tote you in a chair up to the top and back. Cost something like 1,000 baht if I recall correctly. Looked quite precarious being toted up and down that steep incline on a chair at shoulder height. The guys that were doing the toting really had their work cut out for them, especially if the customer was no feather weight.

I made the trip this past February. It was late afternoon and even at that time of year, the temp was quite high. With frequent rest stops along the way, our group made it to the top in about an hour and a half. Interestingly, it was the trip down that got to me the most. About half way down my knees began to feel the pain, even though I tried to minimize the impact of each step. We opted not to use the burlap bags because there were too many people still climbing up the mountain and concern about sliding off the railing. Due to muscle aches, walking was extremely painful for about 3 days after that venture.
