    Man in phone-hacking probe bailed

A man, thought to be ex-News of the World managing editor Stuart Kuttner, has been released on bail after he was arrested in the phone-hacking probe.
He was bailed until later this month after an interview at a London police station arranged by appointment.

The 71-year-old was arrested on suspicion of conspiring to intercept communications and corruption.

The phone-hacking scandal prompted the closure of the NoW and has resulted in 10 other arrests this year.

The Metropolitan Police investigation into phone hacking is called Operation Weeting.

Another investigation called Operation Elveden is probing allegations of inappropriate payments to officers and is being supervised by the Independent Police Complaints Commission.

Mr Kuttner held a number of senior roles at the NoW before he retired in 2009.

He was the newspaper's managing editor for 22 years and had been its deputy editor prior to that.

The BBC's June Kelly said Mr Kuttner's role would have seen him "very much involved with the finances of the paper, so he was a pivotal figure in the organisation".

"In terms of the pecking order in the company, he is way up there," our correspondent added.

Earlier, a spokesman for News International (NI) - which owned the News of the World - said the company did not know who had been arrested.

NI said it would only be told if it was a current employee.

The man is the 11th person to be arrested since Scotland Yard's latest investigation into phone hacking was launched in January.

A number of high-profile figures are among those who have been arrested, including former News International chief executive Rebekah Brooks and ex-Downing Street communications chief and former NoW editor Andy Coulson.

Woman lured girls to be raped by three men

A woman has been convicted of plotting to lure two girls on a night out so they could be raped by three men.

Stephanie Knight, 19, told the 16-year-olds they were going out clubbing in Lancashire in December 2009.

But instead the girls were raped by brothers Amjad Hussain, 34, Shahid Hussain, 37, and their cousin Tanveer Butt, 39.

Knight and the three men were convicted of rape offences following a trial at Burnley Crown Court.

The girls were given alcohol and drugs and taken to an empty terraced house in Accrington with no electricity where the three men subjected one of the girls to a "terrifying ordeal", jurors were told.

Amjad Hussain then raped both girls and drove them home to Blackburn

Amjad and Shahid Hussain and Tanveer Butt are due to be sentenced along with Knight in September

Vilnius mayor crushes car parked in cycle lane

The mayor of Lithuania's capital, Vilnius, has been filmed using an armoured vehicle to crush a car parked illegally in a cycle lane.

"That's what will happen if you park your car illegally," Mayor Arturas Zuokas, an avid cyclist, says in a clip posted on the Vilnius City website.

The apparent owner then arrives to see his wrecked Mercedes being towed.

The stunt was shot over the weekend for a popular Swedish TV series, 99 Things You Should Do Before You Die.

Spain PM postpones holiday as debt fears hit record

Spain's Prime Minister Jose Luis Zapatero has been forced to postpone his holiday as investors continue to flee his country's debt.

Mr Zapatero had been due to leave for south-west Spain.

But on Tuesday, the yield on Spanish bonds reached 4.04 percentage points more than German debt - a record since the euro was introduced in 1999.

The so-called premium to hold Italy's debt also hit a record.

"The prime minister has postponed the start of his holidays," Mr Zapatero's spokesperson said. "He is keeping an eye on the international economic situation."

The latest spike in yields comes at a bad time for the Spanish government, which plans to raise as much as 3.5bn euros ($5bn, £3.1bn) in a bond auction on Thursday.

On Tuesday, the euro reached a record low against the Swiss franc. The Swiss currency is usually considered a so-called safe haven in times of turmoil.

Meanwhile, Spain's main stock index fell for the second day in a row, closing down 2.2% after tumbling 3.2% a day earlier. Italy's index fell 2.5%.

Shanghai officials jailed over deadly high-rise fire

Four former Shanghai city officials have been jailed for up to 16 years in connection with a fire in a high-rise block of flats that killed 58 people.

The men, including the local government head of construction, were convicted of abuse of power and corruption.

Most of those killed were residents of the building, which was being renovated when fire engulfed it on 15 November.

The disaster became a focus of public anger over how such an incident could occur in such a modern city.

In total, 26 people have been convicted of charges relating to the fire. Twenty-two private construction company workers were earlier convicted of "serious negligence of duty".

The blaze was initially blamed on careless unlicensed welders setting alight netting around the 28-storey building.

The incident raised questions about how corrupt relationships between senior figures in the construction companies and in government bodies might have contributed to the lack of safety on site.

Italian committee approves face veil ban bill

An Italian parliamentary committee has passed a draft law which will ban women from wearing veils which cover their faces in public.

The bill, which has the backing of Prime Minister Silvio Berlusconi's central-right coalition, would prohibit the wearing of a burka, niqab or any headwear which covers the face.

The bill will go to a parliamentary vote after the summer recess.

Belgium and France have already banned the full-face veil in public

Mexican police search for nine missing pollsters

Police in Mexico are searching for nine employees of polling firms who have gone missing in the west-coast state of Michoacan.

They have disappeared in recent days near the city of Apatzingan, where they have been conducting surveys ahead of state elections in November.

The city is a stronghold of a drugs cartel calling itself the Knights Templar.

On Monday police arrested an alleged leader of the cartel in Apatzingan.

The state attorney general's Office said three out of a group of 36 pollsters working for the Mitofsky polling firm had failed to return from their assignment near Apatzingan on Saturday.

Three others went out to search for the missing and also disappeared, the officials said. Among them is one woman.

On Monday another polling firm, Parametria, reported three of its workers missing in the same area.

It is not clear when the Parametria workers were last seen.

The attorney general's Office said it so far had no clues as to their whereabouts.

Deaths from bootleg liquor continue to rise in Ecuador

The number of people who have died in Ecuador after drinking adulterated liquor has risen to 33.

Twenty people died two weeks ago in Los Rios province, where barrels of bootleg alcohol containing methanol were found.

Officials subsequently banned the sale and consumption of alcohol nationwide for three days to allow police to check for and confiscate other supplies.

But the Ecuadorean health authorities now say there have since been another 13 fatal cases across the country.

Officials said 103 people had been treated in Los Rios for symptoms ranging from nausea, abdominal cramps, blurred vision, profuse sweating and loss of consciousness.

The officials said of that first intake of patients, 19 had died.

All had drunk bootleg alcohol during festivities celebrating the local patron saint.

Police seized 28 alcohol containers in Los Rios, some of which contained methanol, a toxic alcohol.

Guatemala Dos Erres massacre soldiers sentenced

Four former Guatemalan soldiers have been sentenced to life in prison for the massacre of more than 200 people during the country's civil conflict.

The court said the four had committed crimes against humanity when they were part of a counter-insurgency unit which carried out the killings in the village of Dos Erres in 1982.

They received a sentence of 30 years for each of the 201 victims.

They are the first former soldiers to be convicted for human-rights abuses.

Daniel Martinez, Manuel Pop Sun, and Reyes Collin Gualip were sentenced to 6,060 years in prison each for murder and crimes against humanity.

Carlos Carias received an extra six years for aggravated robbery, bringing his sentence to 6,066 years.

The massacre at Dos Erres is one of the most violent episodes in Guatemala's brutal 36-year civil conflict.

Hundreds of villagers were shot or bludgeoned to death and their bodies thrown down a well.

The number of victims is disputed.

The judge who sentenced the four put the number at 201, but relatives of the victims have always maintained the number was well over 250.

They live in hope that they may only need to serve 50% of their sentences

Cuba National Assembly approves economic reforms

Cuba's National Assembly has given its backing to President Raul Castro's plans to reform the country's stagnating economy.

The reforms, ranging from the setting up of small businesses to reducing bureaucracy, had already been agreed by the ruling Communist party.

Mr Castro also hinted that changes to the country's controversial travel and emigration rules could be introduced.

He said those attempting to undermine the reforms could face prosecution.

The BBC's Michael Voss in Havana says one of the biggest obstacles Mr Castro now faces is resistance from party bureaucrats who face losing their job under the changes.

But the president warned lawmakers that "bureaucratic resistance is useless".

Mr Castro told parliament that the time had come for social and political reforms to be introduced. "Let's clean our heads of all sorts of nonsense," he said.

Fighting in Pakistani city of Karachi claims 34 lives

At least 34 people have been killed since Monday in the latest bout of ethnically fuelled violence in Pakistan's southern city of Karachi.

Officials said 11 people were shot dead on Tuesday, while 23 had been killed the previous day.

Targeted killings and clashes claimed more than 200 lives in Karachi in July.

Armed groups supported by Pakistan's main political parties are said to be responsible. Police officials say the groups are controlled by criminals.

But critics say that Pakistan's ruling coalition appears unwilling to bring them to account.

Interior Minister Rehman Malik said Karachi was enduring "a reign of terror and bloodshed", and that the government would pursue "every possible action to restore peace".

"We have ordered surveillance planes to be brought to Karachi for locating and weeding out the killers," he added.

"I want to warn those... miscreants that... you have tested the government enough. Neither our people nor our government will tolerate any more of this.

There will be strict action... I won't say anything else now. You will see the action yourself."

Provincial home department official Sharfuddin Memon said some bodies had been found riddled with bullets, and others showed signs of torture and were tied up in sacks.

"The criminals want to destabilise the efforts for a permanent peace in the city," he said.

    Ford recalls 1.2m F-series pick-up trucks

Ford is recalling 1.2 million pick-up trucks in the United States and Canada because of fears their fuel tanks could fall off and start fires.

The recall affects some versions of the F-150, F-250 and Lincoln Blackwood trucks built between 1997 and 2004 - in certain cold-weather states.

It is feared the straps holding the tanks on can be corroded by road salt.

Ford will advise owners with the affected vehicles to take them to a dealer to have the straps replaced.

The F-series has been one of America's best-selling vehicles.

Ford said this defect has caused eight fires, and one injury.
