    Pentagon admits suffering major cyber attack in March



    The Pentagon has admitted it suffered a major cyber attack in which thousands of files were taken by foreign hackers.

    Deputy Defence Secretary William Lynn said that in a March attack and other breaches, hackers had taken information on "our most sensitive systems".

    The admission came as the Pentagon rolled out a strategy for strengthening US cyber capabilities and addressing threats and attacks in cyberspace.

    The plan would treat cyberspace in a similar manner to land, air and sea.

    "In the 21st Century, bits and bytes can be as threatening as bullets and bombs," Mr Lynn said, unveiling the plan.

    In a speech at National Defense University in Washington, Mr Lynn said about 24,000 files containing Pentagon data were stolen from a defence industry computer network in March, marking one of the largest cyber attacks in US history.

    Earthquake hits English Channel



    An earthquake with a magnitude of 3.9 has struck in the English Channel, the British Geological Survey (BGS) said.

    The quake had a depth of 10km and its epicentre was south of Portsmouth, according to the BGS.

    Residents in parts of West Sussex reported buildings shaking for a few seconds at about 0800 BST.

    Sussex Police, Solent Coastguard and West Sussex Fire and Rescue Service said they had not been called out to any incidents related to it.

    'Largest since 1734'
    David Kerridge, from the BGS, said it was the biggest incident of its kind in the area for nearly 300 years.

    He said: "This is the largest earthquake in this area since a magnitude 4.5 event in 1734.

    "Historically, there have been two other significant events nearby - a magnitude 5.0 earthquake in 1878 and a magnitude 4.3 earthquake in 1750.

    "In the UK, we experience an earthquake of this magnitude approxim
    ately every two years."

    Small earthquakes are not uncommon in the British Isles.

    In January a 3.6-magnitude quake struck 9km (5.5 miles) north-west of Ripon, North Yorkshire.

    Whaling meeting 'ignores needs of whales'




    The International Whaling Commission's (IWC) annual meeting has closed after a tense final day when relations between opposing blocs came close to collapse.

    Latin American nations attempted to force a vote on a proposal to create a whale sanctuary in the South Atlantic.

    Pro-whaling countries walked out, but eventually it was decided to shelve any vote until next year's meeting.

    Environment groups said the delays and wrangling meant important issues for whale conservation were neglected.

    But a number of nations pledged new funding for research on small cetaceans, some of which are severely threatened.

    Earlier in the meeting, governments agreed new regulations designed to prevent "cash for votes" scandals that have plagued the IWC in the past, and passed a resolution censuring the Sea Shepherd Conservation Society for putting safety at risk during its annual missions to counter Japanese whalers in the Southern Ocean.

    But the sanctuary issue threatened to derail the entire session.

    "Whale species and populations from the Southern Atlantic oceanic basin were amongst the ones that suffered the most due to commercial whaling on a large scale," Roxana Schteinbarg, from the Argentina-based Institute for the Conservation of Whales, told delegates.

    "Fifty-four species live in the waters where the sanctuary is proposed - it is therefore appropriate that the protection of these species in the Southern Ocean Sanctuary be extended and complemented in the reproduction areas in the Atlantic Southern basin."

    The 14-strong Buenos Aires bloc of nations knew it did not command the three-quarters majority needed to win, but remained determined to put it to the test.

    "We didn't come here to win the sanctuary on the vote, but we wanted to put it to a vote - we believe our conservation agenda cannot be put forward, be stressed, be highlighted, be defended in some issues without a vote," said Brazil's commissioner Marcus Henrique Paranagua.

    "Why not vote on things that are controversial?"

    Burglaries up 14% - British Crime Survey



    Burglaries at homes in England and Wales rose by 14% in 2010-11 compared with the previous year, the British Crime Survey (BCS) suggests.

    The survey of 45,000 households also indicated overall crime levels were up slightly, though researchers said this was not "statistically significant".

    Separate data of crimes recorded by police showed crime fell 4% and domestic burglary was down 4%.

    Officials regard the BCS as the most reliable indicator of crime trends.

    Recorded crime figures suggested a 10% rise in the number of recorded thefts of unattended mobiles, wallets and purses from pubs, household property from gardens, and metal or industrial equipment.

    The total number of crimes recorded by police fell by about 100,000 to 4.2 million over the last year.

    In contrast, the BCS figures showed there were about 9.6 million crimes overall in 2010-11, compared with 9.5 million the previous year.

    Robbery trial of teacher killer Learco Chindamo stopped



    The robbery trial of the man who murdered head teacher Philip Lawrence in west London in 1995 has collapsed, due to a series of delays.

    Learco Chindamo was accused of robbing a man near a cash machine in Camden, north London, in November.

    Hold-ups in the case meant it could not conclude at Blackfriars Crown Court, central London, in the available time, the Crown Prosecution Service said.

    The 30-year-old will face a new trial at the same court on 3 August.

    Mr Chindamo denied robbery, as did Gregory Jananto, 32, from Shepherd's Bush, west London, and Saeed Akhtar, 32, from Camden.

    "The jury in this trial was discharged today due to a combination of unforeseeable circumstances, which made it unlikely that the trial would finish within the time available," said a Crown Prosecution Service spokesman.

    "Learco Chindamo remains in custody."

    Mr Chindamo was freed in July 2010 after being ordered to serve at least 12 years in jail for the murder of Mr Lawrence, 48, in Maida Vale.

    Sudan's South Kordofan fighting: 'Mass graves found'



    Around 100 bodies are said to lie in the freshly dug graves


    Satellite images show mass graves following recent fighting in Sudan, a campaign group set up by Hollywood star George Clooney says.

    Eyewitnesses who spoke to the group said soldiers had systematically massacred civilians in South Kordofan.

    Fighting began in the state last month, between rebels from the Nuba mountains and the Sudanese armed forces.

    A Sudanese military spokesman denied allegations that civilians had been killed.

    South Kordofan borders South Sudan, which last week became an independent state.

    Some 70,000 people have fled the recent fighting there.

    Italian Senate passes austerity package



    The Italian Senate has passed a tough austerity budget, including cuts of 48bn euros ($67bn; £42bn) over three years.

    The lower house must also adopt the measures in a vote on Friday.

    Correspondents say that is likely.

    Italy has one of the largest debt mountains in the eurozone and wants to avoid any need for a bail-out.

    Italian PM Silvio Berlusconi has said Italy is on the front line of the eurozone's economic difficulties.

    Italy raised 2.97bn euros ($4.2bn; £2.6bn) through a sale of 15-year government bonds on Thursday, but had to offer a 5.9% rate of return - an all-time high for such bonds

    Romanian police investigating internet fraud arrest 90



    Police investigating a massive online shopping scam have arrested around 90 people across Romania.

    The suspects are accused of cheating online shoppers of an estimated $20m (£12.4m) by selling fictitious goods on sites such as eBay and Craigslist.org.

    Hundreds of victims, most of them in the United States, paid for their purchases, but never received them.

    Prosecutors say the fraudsters used false identities to transfer money back to Romania from abroad.

    Police searched more than 110 houses in nine cities.

    They believe an organised crime gang with a broad network posted false adverts for goods such as cars, motorbikes, boats and electronics.

    An estimated 1,000 shoppers were cheated in the scam.

    Romanian investigators on the case are working closely with the US authorities.

    Maori MP Hone Harawira refuses Queen allegiance



    A Maori MP has been thrown out of New Zealand's parliament for refusing to read the oath of allegiance to Queen Elizabeth II.

    Hone Harawira began reading his own oath in Maori, which instead swore allegiance to the Treaty of Waitangi - New Zealand's founding document.

    The parliamentary speaker stopped him and told him to leave the chamber.

    Mr Harawira said he was disappointed to be ejected, and promised to take the oath next month.

    "To have the speaker of the House deny the treaty as part of my affirmation is a signal of exactly where we are and where we go as a people," hetold the New Zealand Herald.

    He said there had been "scope for the oath of affirmation to proceed", and criticised the speaker for not letting him continue.

    The Treaty of Waitangi is the agreement signed by the British government and Maori leaders in 1840.

    It has been the source of controversy ever since, because the Maori and English versions appear to differ on key points.

    In the English version, the Maori leaders ceded full sovereignty; but the Maori version has the word translated as "governance".

    Argentina Dirty War army officers sentenced to life



    Two ex-military officers have been sentenced to life for abuses at one of Argentina's most notorious prisons run by the country's former dictatorship.

    Hector Gamen and Hugo Pascarelli were convicted by a Buenos Aires court of committing crimes against humanity.

    Some 2,500 political prisoners passed through "El Vesubio" jail during the military junta's war on dissidents in the 1970s and 1980s.

    Survivors say few of them came out alive.

    The head of the prison died in June while standing trial.

    An estimated 30,000 people were kidnapped, tortured and killed in Argentina in the seven years of military rule which became known as the Dirty War.

    Some leading members of the military were tried after the return to civilian rule in 1983, but then given an amnesty.

    More than 20 years on, the amnesties were ruled unconstitutional, clearing the way for trials to resume.

    Colombian colonel sentenced for faking civilian murders




    A Colombian army colonel has admitted his unit murdered 57 civilians, then dressed them in uniforms and claimed they were rebels killed in combat.

    Colonel Luis Fernando Borja was sentenced to 21 years, reduced from 42 years for accepting responsibility.

    In a typical case in 2007, Borja admitted two men were lured to their deaths with supposed promises of work.

    He is the most senior officer convicted so far in what has become known as the "false positives" scandal.

    The scandal arose from a body bag culture in the army, in which soldiers were rewarded with prestige and promotions according to the number of rebels they killed.

    The attorney general's office is investigating more than 1,400 cases involving thousands of victims.

    Borja's unit was operating in the northern province of Sucre when the murders, for which he has been convicted, were perpetrated.

    Most of the "false positives" occurred under the two administrations of President Alvaro Uribe. He is credited with beating back left-wing rebels who threatened to overthrow the state.

    Now questions are being asked about the cost of this success in human rights abuses, says the BBC correspondent in Bogota, Jeremy McDermott.

    Earlier this month, eight soldiers were sentenced to 60 years each for killing four farmers and then pretending they were guerrillas in 2006 in the province of Antioquia.

    New visa plan for Yemeni passengers at UK airports




    All Yemeni citizens travelling through the UK on long-haul flights will need a visa, even if they are in transit, it has been announced.

    Home Secretary Theresa May said Yemen was of "real and pressing concern to the international community".

    From Thursday, Yemeni citizens need a visa before travelling to the UK, even if they are in transit and planning to arrive and leave from the same airport.

    On Monday, the UK terror threat level reduced from "severe" to "substantial".

    Mrs May said that since the introduction of the Direct Airside Transit Visa (DATV) regime, a number of countries had been added to a list of those requiring clearance.
