This one comes with a story: The guy in the pic is the rehab/keeper and posted on fb that someone shot the bird in the wild before it could fly. The bullet took out one eye and severed the optic nerve in the other, leaving it completely blind and facing death by starvation. The rehab stepped in and raised it from chick to adulthood. Now it is in a breeding program where young birds will be released to protected areas. Those things around its ankles are jesses, not chains, to prevent the bird from harming itself if it tries to fly or run into things. It is well fed and cared for, living in a huge open area with fresh air and sunshine, and lots of female company.
