I'm planning on intstalling automated gates and lighting around the wall perimeter, and have a question about chasing the cables into the wall.

I hate the sight of cable so I am planning on chasing along the top of the wall and sinking the cables in, i don't plan to use any capping as the wall will probably need rebuilding before the wires need replacing, but will the cement which i will skim over the cables melt the PVC? In the UK I used CL3 rated stuff which wasn't a problem, although regs required capping.

One short in a lamp with a cable burn as result and you are fukked.
It is also totally against electrical safety regulation rules.
Conduit is not expensive and you can put it in the wall, inside the top part.

cable ratings are affected by the way they are enclosed - in conduit/trunking , in tray/ladder , buried in ground.

do the calcs and derate as needed and err on the side of caution.

Run plastic conduit and paint the same colour as the wall - Job done!

I'll sink it into the tops with conduit after grinding a channel out.

You've already made the wall?
Otherwise it is easier to put in the conduit together with the rebar before pouring the top part.
