unless you have a contract with the water and electric companies, the builder is your supplier and can charge what he wants

water is not sold by the square metre.

    water is sold by kilolitres
    1 kilolitre = m3
And m3 is a cubic metre, still nothing to do with a square metre.

If he's gouging on the electric bill he's not hitting you too hard- water is very high- if he's piggy-backing someone's well that could be a reason.

If all are holiday homes, the builder is probably protecting your interests by keeping all your meters on his property. Many of these meters are regularly stolen in towns and cities. Water bill is way high, electricity is just over norm.
Probably an honest bloke who certainly would not countenance having his own house running off the holiday house owners' meters. Possibly a check with the local electricity and water authorities is in order.
