after some advice from anyone with any personal knowledge of building some flats (block of 8 maybe 12) from scratch, on basic rules, cans- cants etc if anyone has a little bit of time to listen to my thoughts/ideas and give opinions or ideas, pointers or help /advice with regulations etc etc please pm me.

You would probably be better off posting the questions you want answered, your op is a bit too vague and encompasses just about everything to do with building in Thailand.

could i do 3 floors or maybe 4 floors?? would i need to pilon them as the big boys do??
i have a very basic google sketch plan, i would like someone to look it over and give reasons for why i could or couldnt do that etc. and if there are ways around whatever obsticle comes along.

windows one meter away, doors 2 meters away, anything over 3 storeys needs pilings. All needs planning permission in Pattaya.

hoe reliable are they to the quote ?? most of my buissness dealings with them are they will move the goal posts on whatever they can.

Get your plans drawn up and signed by a civil engineer, submit to planning dept at city hall, then get some quotes.
