Erawan and Bongkot gas field auction

GULF OF THAILAND, 22nd September 2018 (NNT) - The National Energy Reform Committee insists that an auction for the Erawan and Bongkot gas fields will take place.

In the recent forum “Energy National Reform Plan to Be Put to Practice”, Mr Pornchai Rujiprapa, the chair of the National Energy Reform Committee, insisted that the committee will allow bidding for the right to petroleum exploration and for production in the Erawan and Bongkot fields of the Gulf of Thailand. The licenses for these fields will expire in 2022 and 2023.

The right will be given in the form of a production sharing contract. The auction will take place on 25th September according to the same schedule, despite the fact that there are those who disagree, which is common, and the government has to bring understanding to members of the public.

Mr Manoon Siriwan, of the reform plan committee admitted that in the past, members of the public had too little participation in energy management policymaking, which hindered the progress of energy reformation. Therefore, the National Energy Reform Committee, stated in the recent energy national reform plan approved by the NLA that the people are also allowed to participate in the work.

A civil society committee has been appointed by the order of the Minister of Energy with a committee from three parties, energy consumers, energy producers and scholars and experts. The operation will start in 2019.

Chevron and PTTEP bidding on Erawan and Bongkot gas blocks

BANGKOK, 26th September 2018 (NNT) – Chevron and PTT Exploration and Production (PTTEP) have filed applications to take part in an auction commissioned by the Ministry of Energy for the Erawan and Bongkot natural gas fields, which are to see their concessions end in 2022.

Director-General of the Department of Mineral Fuels (DMF) Veerasak Puengrassamee, has revealed that both gas blocks have received interest from PTTEP and Chevron.

The G1/61 or Erawan field is to be bidded for by PTTEP in a 60/40 partnership with Mubadala Petroleum of the United Arab Emirates and by Chevron Thailand Holdings in a 74/26 partnership with Mitsu Oil Exploration Co Ltd.

The G2/61 or Bongkot block is to be bidded for by PTTEP and Chevron Thailand Holdings in a 74/26 partnership with Mitsu Oil Exploration Co Ltd.

Sucessful bids are expected to be submitted for Cabinet approval by December this year.

Prime Minister Gen Prayut Chan-ocha assured the parties involved that the auction will be conducted based on the best interests of the nation and the ultimate impact on fuel prices, noting that any delay would affect energy availability in the country.

If PTT lose their control of these fields be very surprising, Chevron as a multi national would have little interest in such a small operation, probably "encouraged" to put in a bid to satisfy the "public"

Erawan is currently “owned” by Chevron and Mitsui.

Will the "energy consumers, energy producers and scholars and experts" be voting on who wins the contact or are they just observers/reporters of the auction event?

Is the group identified in "the recent energy national reform plan", "the people" who are "allowed to participate in the work." supported by competent neutral advisors and be able to vote when deciding who wins?

Have they delivered the expected results and met the contractual obligations?

A tray full of GOLD is not worth a moment in time.
