    Sin taxes set to rise to cover welfare for elderly poor

    The Cabinet on Tuesday approved a 2-percentage-point increase in “sin” taxes for the purpose of funding welfare for the elderly poor.

    Ministers gave the nod to an elderly welfare bill that will require an increase of this magnitude in the excise duty on alcoholic beverages and cigarettes in order to support a welfare fund for senior citizens who are poor, Prime Minister’s Office Vice Minister Kobsak Pootrakool said.

    Under the measure, the fund will receive about Bt4 billion annually from the Excise Department for this purpose. The number of elderly poor around the country is estimated to be 3.5 million and, while these senior citizens currently get monthly handouts from the government, the amount they receive is not sufficient, he explained.

    The Finance Ministry this month is expected to submit new excise rates for Cabinet approval, including the higher duties on cigarettes and alcoholic beverages. Cigarette taxes currently range from 10 to 87 per cent of the ex-factory price, while duties on alcoholic drinks range from 25 to 60 per cent.

    Tobacco Monopoly asks for rethink on Thailand’s excise tax structure

    BANGKOK, 28th November 2017 (NNT) - The Thailand Tobacco Monopoly is asking the government to rethink the country’s excise tax structure.

    The chair of the committee tasked to inspect Thailand Tobacco Monopoly, Mr. Anya Khanthavit, said on Monday that the enactment of the Excise Tax Act B.E. 2560 was made in good faith and with the intention of collecting tax that will be invested in the improvement of the country.

    Despite its impact on the cost of production, which led to higher prices, Mr. Anya said that the upside of the law has been a decline in the number of smokers.

    However, he noted that some unscrupulous traders have used legal loopholes to lower cigarette prices — an action that has adversely affected other merchants and caused unfair trade practices.

    Meanwhile, the Managing Director of Thailand Tobacco Monopoly, Ms. Daonoi Suttiniphapunt, said today that the impact of the new law has visibly affected the company because importers of foreign cigarettes have made use of some loopholes in the law to cut their prices.

    Ms. Danoi said that Thailand Tobacco Monopoly’s production will likely fall to 17 billion units this year from 28 billion units produced last year while its revenue is expected to drop to 43.84 billion baht from over 56 billion baht.

    Therefore, he is urging all related agencies to reconsider the excise tax structure to ensure level ground on which to compete fairly.

    Maybe the money that was supposed to fund other public services such as hospitals...now theses hospitals need a running guy to collect donations from the people to compensate the lack of public funding ...

    Seems to the universal cause of the ruling establishment worldwide - a system of corrupt hierarchy and serfdom.
    The elite and corporations become richer and the overwhelming majority of the working class and public institutions get the shaft without any sort of due process.
