You can get a van from The Victory Monumet. Take the one that goes to Pak Kret. You will pass it on Chaeng Watthana. The van drivers are really good at letting you know your stop if you ask before you gt in. Find out the name in Thai and show it in writing.

BTW, does your av say Gay Cat?

yes - a mini van from victory monument will take the expressway to chaeng wattana road , then down chaeng wattana and get let out acroos the road from the ministry.
the vans are parked over near the entrance to the expressway so just walk around the overhead walkway from the skytrain station till you get there.

No, you'll be on the same side, on the left. :-) uncle, do you know what the building looks like? It's very easy to spot. Let's see if I can post a pic here.

If the mini van takes the cheang wattana express way , he will turn right onto cheang wattana road and come down past the bigC - so then all the ministries will be on his right.

as an aside the 356 bus goes all the way along cheang wattana road from pak kret to the roundabout and up to the sapen mai big C - many mini busses on the sapen mai road go to the morchit BTS.
