I have only seen these in small rural villages, ie the type of Thai village that has a number rather than a name. must still be a few of those about in deepest darkest Isaan.
Normally they are near a wat and the local monks take care of it, just a small roofed area with 2 water jugs inside, drinking the water I was told would bring you good luck, looking round the village, the health of the locals and the poverty I decided to give it a miss, wouldn't want to end up like that I can tell you.
