| Clinton used to pull so much shit that people eventually got tired of hearing about it and eventually became resentful of people pointing out another of Clinton's transgressions. The term "Clinton fatigue" was coined.
Maybe Joe's angle is to be so stupid that people will tune him out. People won't listen to him or what people say about him. Maybe this is some sort of standard operating procedure Clinton has trained Democrats in? I don't know. I'm only trying to make sense of Joe.
