Tax cheat? If it's property taxes, it's not uncommon for people to be deliquent. Local governments charge very low interest rates so some people take advantage of the 'low interest loan' so to speak by being deliquent in their payments.

About Joe getting an agent and signing with a public relations company. I would guess this is to keep people from exploiting his name. If by chance someone were to make millions of dollars off using me, I would like to have a large portion of the money just to keep them from getting it. I mean, I'll take the money and enjoy it, of course, but I'll enjoy it even more knowing I screwed someone who tried to exploit me. Don't you leftists understand human exploitation?
