| About Joe the Plumber owing back taxes, this is not unheard of. It depends on which government he owes it too. Some local governments charge below lending interest rates so it is a way of taking out a loan at cheap interest rates. I'm not condoning it. I'm providing info as to why some people and businesses do it.
