Herein is the crux of the issue. Equal opportunity as it relates to education is one of government providing equality in the quality of public education. Pre uni education is the key to making sure all are given an equal chance to compete for entry.
Public school institutions in the US range from outstanding to appalling. To a great degree this is due to financial ability of local communities to fund their schools rather than a racial issue. Not all black communities are poor and not all white communities are rich.
All the government (local and federal) can do is ensure the disparity between low and high economic communities is minimal. Once this is done then it is up to the community (parents) to make sure they don't squander the opportunity they are given.
The result, along with anti-discrimination laws, will ensure universities and business will have a mix of members representative of the country's demographics without the imposition of quotas.
The "quota" system which is the bone of contention in "affirmative action" is the result of government's failure to ensure equality in
all public educational institutions.
