Here's an example of "pouring money" in "black schools."
Washington DC public schools spend the most money per capita on black students.
That school district is one of the world in the nation.
Bureaucrats suck up the money. Much moreso than other nations.
Money doesn't solve the problem. Lazy parents, lazy students, have to change as well.
