| The old bill still do some local checks, this CRB bit just puts control under the scope of a govt agency now, specifically to do all the bobbins needed for checking backgrounds of all potential govt employees.. and then they decided they could make some money off it by letting other companies use them to check thier potential employees...
I think the reason they started to do that was coz the project was so expensive, and they wanted to try and reap some cash back!
