    FEMALE PROCURES UNDERAGE GIRLS FOR FARANG

    Following police investigations into several cases of child sex, four farang and one Thai lady procurer were arrested between the dates of March 19th and 20th in Pattaya.
    On March 19th, the Child and Female Protection Squad working with the Pattaya Immigration Police arrested 4 farang males on charges of child abuse. The men were: Mr. Illuga, aka Mr Hero, a Finn aged 63, Mr. Maurice John Prill, aged 76 a British national, Mr. Stephen James Ellison, aged 56, also British and Mr. Richard Allen Gren, aged 60, an American.

    The evidence includes pornography on video, photos, CDs, digital camera and a computer. They confessed to the crime of sex with minors and gave the police the name of the lady procurer, Ms Amornrat Garteuy, whose services they have been using for a long time.

    Following the tip off, the police arrested Ms Amornrat, aged 29, originally from Khon Kaen at 2.30 pm on March 20th in Soi Chalermphrakiet 16, Banglamung, while riding a motorcycle to see her friend. After being questioned, she confessed that she had been procuring girl minors, under 15 years old for middle to old aged farang men.

    She also explained to the police how she ran her business. She told them that she searching for girls who were between 11-17 years old that were homeless, latchkey kids, runaways, or the children of ladies working in bars who had been left to fend for themselves. Ms Amornrat told the police that she now had more than 10 girls on her books. The going rate for a virgin was 5,000 Baht of which 1,000 Baht was given to the girl. Younger children are being targeted because some foreign men believe that younger children are unlikely to be infected with HIV/AIDS.

    Ms. Amornrat continued with her confession saying that after she got the girls she contacted potential clients and would deliver them to the appropriate condominium or apartment and then wait for the girl in the lobby to take her back to her house where she would put them up. She maintained that she essentially worked on recommendation.

    On other occasions, a number of children, of both sexes, aged between 10 and 15, would be acquired for farang-only customers, including members of sex-tour groups. The children would have made movies made of them having sex with the farang which would later be made into VCDs that would be sold on the internet.

    The police said they had an arrest warrant to arrest 50 foreigners, mostly old. A number of these men had been arrested on multiple occasions for the same offence. Some of the men were actually out on bail, but still continued to commit crimes of sex abuse of minors.

    One of the problems is that the victims of abuse often grow attached to the prospect of easy money, especially if they have been destitute and also want to buy the latest mobile phone or Ipod , or simply to eat. Cambodian children are often brought to Pattaya by friends or relatives to work, largely begging or selling flowers and sweets, especially to the tourists. The older ones can easily drift into child sex because of the continuing high demand from paedophiles.

    Two years ago, the Thai Department of Social Welfare and the Ministry of the Interior said there were as many as 80,000 child prostitutes in Thailand However, Dr. Vichai, their spokesman, maintained that child prostitution has also decreased. The working group found that a large number of prostitutes were from countries which border Thailand.

    Several social programmes are targeted at reducing child prostitution, for example, the "Educational Project for Young Women", which provides vocational training to teenage girls who might otherwise turn to prostitution. This also lowers migration to urban areas such as Bangkok and Pattaya, keeping families together.

    The laws against having sex with child prostitutes under 18 and the punishments for the customer, parents and procurers of child prostitutes are severe. Pattaya Police have become very vigilant and have recently arrested many people who frequent child prostitutes, both male and female. A special centre set up in Pattaya is now rigidly enforcing laws against the sexual exploitation of children. Arrests are made and the violators’ names and photos appear in newspapers and other media. This is a warning to foreigners who wish to come to Thailand to engage in sex with children. The Tourism Authority of Thailand and the Tourist Police have also organized a campaign, with flyers handed out to tourists warning them of the severe penalties.

    In the past, child prostitutes often frequented shopping centres, the tourist boat pier, beer bars in South Pattaya, the footbridge on Pattaya Third Road and Jomtien Beach. The Royal Garden Shopping Mall was also cited as being a favourite place from where to acquire children for sex although stringent steps were being taken to police the mall and prevent it being used for such purposes.

    Over recent years, the number of Asian children falling prey to sex tourists has soared as a combination of poverty and a failure to act by developed nations has allowed the trade to flourish. And, the problem of child prostitution is still very deep-rooted in Asia according to many sources, ECPAT (End Child Prostitution in Asian Tourism) being one of them. ECPAT put the number of child prostitutes as one million worldwide.

    Don't seem all that severe:
    A number of these men had been arrested on multiple occasions for the same offence. Some of the men were actually out on bail, but still continued to commit crimes of sex abuse of minors.
    But, whose fault is it? Take a wild guess:
    ...and a failure to act by developed nations has allowed the trade to flourish.

    Absolutely, farang is corrupting morals in Thailand, which would be a model enlightened Buddhist society without farang bringing AIDS, prostitution, drugs and corruption to the country.
    But farang have money, money can help Thai people.

    80,000 falang sex tourists x 5 per kid = 400,000 ? Seems rather far-fetched.

    Any one who interfers with kids should be strung up by there ball, but, on the same hand, has anyone seen the amount of child abuse casses upcountry? probable not. there arent to many cases reported. in some cases fathers, brothers and uncles will even "break the girl in" so she can go and make money for the family.

    UNDERAGE SEX INVESTIGATION GETS HELP FROM FBI

    In the case reported recently in the Pattaya Daily News relating to several cases of underage sex and child molestation, the four farang, Messrs. Ilkka Ylikolola (aka Mr Hero), Maurice John Praill, Stephen James Ellison, and Glenn Richard Allen that were arrested are now being further investigated by the FBI, who are co-operating with the Thai police on the case. The four have now been incarcerated in a police prison until 31st March and have been refused bail.
    All four were charged with sexual molestation of children aged under 15. They face up to 15 years in jail if convicted. Londoner Stephen James Ellison, 54, was charged with raping a girl under the age of 15. He faces up to 20 years' jail if found guilty.

    Maurice John Praill also from London, was charged with attempting to rape a girl aged under 15 American Glenn Richard Allen, 60, from Seattle and, 63, from Finland, were charged with molestation.

    After examining their computer, the investigating team found pornographic photos and video taken of the children they had sex with, if they find that video footage has been uploaded onto the internet, they will be deported to their countries of origin after their case is finished in Thailand. They will likely face charges and possible imprisonment in their own countries.

    The police also discovered two more farang involved in this case, but they will have to collect more evidence before they can be arrested and charged. Similarly, another Thai woman, Mrs. Luk Petchumpol, has also been found to be involved in procuring along with the original procurer Ms Amornrat Garteuy. Mrs. Luk has been arrested, also.

    BANGKOK (AFP) — Thailand's Supreme Court on Wednesday ordered an elderly British man convicted eight years ago of abusing underage girls to start serving his 14-year prison sentence, a court official said.

    John Maurice Praill, 78, was arrested in Thailand's seamy resort town of Pattaya in mid-2000 on charges of sexually abusing the girls, aged 12 and 13, but has been free for most of the intervening years.

    He was convicted and sentenced by a criminal court in 2001, but released pending appeal.

    An appeals court in 2004 upheld the sentence, but the Briton was again freed on bail and allowed to take his case the Supreme Court, which Wednesday ruled that Praill must start serving his jail term.

    "The Supreme Court has upheld the sentence by the regional Court of Appeals to sentence the convict to 14 years in jail," a Chonburi provincial court official told AFP by telephone.

    Praill was sent to Chonburi provincial jail Wednesday to start serving the sentence.

    Sudarat Sereewat, director of the child protection group Fight Against Child Exploitation, welcomed the court's decision.

    "We are very pleased that the Thai judicial system is finally aware of the child sexual abuse and have handed down justice," she told AFP.

    "This suspect should have been in jail for a long time."

    Christ, how many times must he be allowed to be free on bail before he finally is in jail for good? Too long, looking at the dates (2001).

    All the time he was allowed out on bail, more girls were being abused.

    The system seems to really suck.
    Places like Thailand attract these type of sick folks. Of course, I realize that it is not just farangs who abuse, but they are allowed to get away with it more easily imo.

    Why on earth do they let such creeps stay out of jail for so long after their original arrest?

    Arrest -> bail -> trial -> sentence -> 1st appeal -> 2nd appeal -> prison

    In this case it took 8 years to get him into a cell.

    What i don't understand is how these sickos find children attractive.
    I mean, many guys find young girls pretty, but IMO they have to be fully developed, and that doesn't happen until they are atleast 18 or so - sometimes older in Asia. It must be some kind of mental illness. But there sure seems to be a lot of these sick fuckers around.
    I think castration on top of long jail terms is appropriate punishment - along with a weekly buggering with a broomstick by prison guards..

    A British pensioner known to street children as ‘The Ghost’ was today jailed for 14 years on two cases of child rape, after a history of child abuse complaints dating back 18 years.

    Maurice Praill, 78, a former Catholic lay preacher and video shop owner, was jailed for the rape of two under-aged girls by the Thai Supreme Court.

    Judge Charoenchai Assawapirya-a-nan confirmed a sentence imposed more than eight years ago.

    He said there was no way the child victims could have lied because they gave so much detailed evidence including how Praill cut up his Viagra tablets and his use of KY jelly.

    Praill, from Harold Hill, Essex, was led off to prison in the Thai provincial capital of Chonburi.

    'Paedophile - I don’t use that word,' he said. 'I pay to feel. The girls were paid'.

    He said he was stunned at the verdict and insisted that the elder of the two victims, aged 14, wanted to marry him afterwards.

    'I expect I will die in prison if I do not get a pardon.'

    Praill had been repeatedly arrested in Thailand for child sex offences, and released on bail, by the police and courts, since he sold his business in England and retired in the resort of Pattaya, 100 miles east of Bangkok, in 1990.

    He insisted before being led away in a blue prison bus: 'I just like helping young people, sex or not, never mind, it was not the main thing’.

    For the first few arrests in the 90s, local newspapers reported, he just ‘paid fines ‘at the local police station, another way of saying he paid off the police and victims.

    But then Praill, the stepfather of former Irish International and Crystal Palace footballer Jon Goodman, was sentenced to 14 years in December 2001 on the rape charges of two girls aged 13 and 14.

    He had been able to stay free by getting bail while petitioning the Appeal Court, which confirmed his sentence, then he went the country’s Supreme Court, a total eight-year process.

    Meanwhile Praill was arrested again in 2007 for the rape of two girls aged 11 and 9 and again given bail. That case has not gone to trial.

    Then in March last year he was arrested in Pattaya for abusing an eight-year-old boy, and bailed again for the equivalent of £6,000. That case too awaits trial.

    Praill, who ran a video hire business in Chingford, Essex , called Phoenix ntertainment, was nickname Phi or ‘The Ghost’ because of his frightening appearance, said Sudarat Sereewat, Director of the FACE (Fight Against Child Exploitation) Foundation, and a member of Thailand’s National Child Protection Committee.

    But local expatriates called him ‘Davros’ a fictitious villain, and creator of the Daleks, in the BBC TV children’s sci-fi series ‘Dr. Who’.

    When he first arrived in Thailand Praill kept a diary, now with the FACE Foundation, which detailed his attempts to buy up schoolchildren as his ‘wives’.

    But far for being their benevolent benefactor he wrote how he paid sums of just £2 and £3 for what he referred to as ‘my conjugal rights’ and baulked when they asked for more.

    He also complained in his diary how British government were taxing his pension.

    In February 1992 he was trying to lure a girl 12-yr-old called ‘Ann’ to his rented house but she left demanding money for her school.

    ‘She does not want to provide me with even minimal conjugal rites,' he wrote bitterly.

    He fortified himself with the sex drug Viagra and Vitamin C capsules and trawled three locations in Pattaya, the Royal Garden Centre the Siren Bar and the ‘Made in Thailand’ market, where he knew young girls hung out and found another 12-yr-old called Lek.

    He wrote how he provided ‘lacquer’ for Lek and her friends , who sniffed glue in his front room, and of his desire to conquer her. But each time he tried she complained: ‘I don’t want to’ or ‘It hurts’.

    'She makes me horny. How long can I take this?' he asked his diary.

    Then on Wednesday May 6th 1992 he announced in triumph that his grooming had been successful: 'About 10 p.m. I have the best session ever. She seems to enjoy it.'

    Praill went on to marry the girl in a Buddhist ceremony after she became 15 and he had paid the parents a dowry of £1,000. Monks blessed the couple and Praill later boasted: 'A policeman played the organ at the wedding party.'

    He had employed the girl’s parents as his household staff. But there may have been another motive for the marriage: In his diary he wrote how Lek knew a ‘virgin’ working in a local tropical garden and elephant show tourist attraction, whom she could bring to the house.

    His marriage lasted only three months before his young bride walked out to be with friends her own age.

    FACE Director Sudarat Sereewat said: 'The Supreme Court decision is good news for children in Thailand and for those fighting to suppress child abuse.

    'Maurice Praill, I feel, should never have been given bail to continue with his abuses and interfere with witnesses and I have already complained to the Regional Police.

    'It was a difficult case because Praill would pay the families. Children are now safe from him.'

    Abusers in Thailand have easily been able to play the system in the past. Police often negotiate compensation payments for the victims and for their own time.

    Parents do not want their children to go to court and would much prefer monetary compensation.
