So, you're saying that a car pulling out from a junction has right of way over a car travelling down the road towards it? I don't think so.
If you have a crossroad/Junction with no markings for who has to give way you always have to give way to traffic from the right, same in Denmark Marmite. (remember in Germany and DK we also drive on the right side)

And flashing your high beam at walking speed or when stopped means- come on I hold back for you. Flashing your high beam at highway speed means- be careful I'm coming through with high speed, that's in Denmark, every country have their small differences in signalling and behaviour.
